Summary

Under the general direction of the Traffic Signal and Intelligent Transportation Systems (ITS) Manager, the Intelligent Transportation Systems (ITS) Project Manager is responsible for the operation and maintenance of the City's ITS, the traffic signal system, and the traffic signal communication network.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description
Essential Job Functions & Other Important Duties

  • Understands the City's ITS, traffic signal system, and traffic communication network's long-term strategy and assists in the development of that strategy by staying abreast of emerging and new technologies needed to effectively provide mobility for Frisco's transportation system users.Must initiate and maintain relationships with other City of Frisco departments, other public agencies, vendors, manufacturers, and consultants.
  • Manages projects which includes preparing project schedules, identifying and managing critical path tasks, setting project milestones, and managing budgets.Assists with applying for and managing grants.
  • Improves business processes and support business strategies by working with stakeholders in Fire, Police, Information Technology, and Public Works to develop needs and document project requirements.Researches technology solutions, tests, evaluates, makes recommendations, implements, provides application/hardware support, and maintains applications/hardware.
  • Oversees the configuration management of the business applications and equipment which include but are not limited to the school zone flasher system, video management system, message board system, advanced traffic management system (ATMS), traffic signal controllers, emergency vehicle preemption system, traffic detection, traffic communication network monitoring, and internal webpages.
  • Assists in the selection of consultants, contractors, manufacturers, and vendors.Manages contractors, and verifies work is completed in accordance with specifications and industry standard practices.
  • Assists in the establishment of traffic signal system performance reporting by working with staff, manufacturers, vendors, and consultants to improve and automate performance reporting.Identifies and integrates new information sources. Responsible to sustain and monitor the performance management program.
  • Must effectively communicate with Police, Public Works, and other departments who have information transmitted over the traffic network to understand their business needs and verify those needs are satisfied.Must coordinate with the Information Technology department to maintain consistency and interoperability between the City's networks.
  • Manages licensed and unlicensed radio links.Determines radio system requirements.Ensures technical decisions comply with federal regulations, state/local ordinances, and City administrative policies.
  • Coordinates with the Police Radio Systems Manager and the MIS/Computer Technology Manager to leverage communication resources that can provide benefit to emergency services, transportation and other City services.Communicates communication infrastructure needs that need be incorporated into capital projects.
  • Coordinates with the emergency management coordinator and assists with disaster recovery planning for the City's ITS, traffic signal system, and traffic signal communication system.Knowledgeable of national emergency management practices and operating procedures.
  • Assists with updates to the ITS Master Plan and Communication Master Plan.Identifies strengths, weaknesses, opportunities and threats with emerging technology to keep the system in a state of good repair.Implements initiatives identified in those plans.
  • Develops standard operating procedures, trains others on those procedures, and assists with verifying those procedures are followed.This includes but is not limited to hardware; software; preventative maintenance checks; equipment installation and maintenance; special events; emergency operations; and disaster recovery.
  • Oversees Citywide training for business applications and equipment overseen by the transportation division.
  • Assists in directing daily operations of the engineering services transportation staff assigned to the emergency operations center (EOC).
  • Assists in the management of staff in the monitoring, maintenance, repair of the ITS, the traffic signal system, and the traffic signal communication network.
  • Coordinates with the Traffic Superintendent and Traffic Signals and Lighting Supervisor to prioritize repairs and upgrades, develop standard operating procedures, address technical questions, and turn-on traffic signals.
  • Assists with the implementation of new signal timing plans and performs traffic signal timing adjustments as directed by a Traffic Engineer.
  • Responsible for the creation and maintenance of as-built drawings, record drawings, and programming documentation.Assists with keeping inventory of ITS, traffic signal system, and traffic signal communication network assets.
  • Knowledgeable of training opportunities for staff including classroom training and webinars.
  • Provides technical support for the City's ITS, traffic signals system, and traffic signal communication system.Participates in the on-call rotation for after-hours support providing technical support to on-call traffic signal technicians; support for special events; repair/damage assessments after weather events; and staffing for the emergency operations center when activated.Available to provide backup on-call for other staff who require additional guidance to resolve a problem.
  • Must be able to adjust normal business hours to accommodate extended shift hours, including periodic work on weekends. Must be willing to work on-call and overtime as required.
Other Important Duties:
  • Coordinates with City IT department for the development, implementation and maintenance of information systems, local area networks (LAN), information cybersecurity administration, wireless communication equipment, and fiber optic communication equipment.
  • Responsible for all components of traffic signal system network infrastructure including routers, switches,wireless access points, layer 2, layer 3, LAN/WAN support, firewalls, HSRP, QoS, VLANs, bandwidth modeling and other third-party software. This includes hardware administration and testing, network validation, remote administration, systems monitoring, and integration with other enterprise applications is also required.
  • Designs, architects, and updates network documentation.
  • Works with service providers and third-party vendors to troubleshoot and resolve circuit and other network issues.
  • Reviews, recommends and implements cybersecurity requirements for all systems on the traffic network.
  • Travels to projects and to attend meetings, conferences, and training.
  • May be required to work weekends or after hours to support traffic management and operations for special events.
  • Assists with tours at the EOC.
  • Performs other related duties as assigned

Education, Experience, and Certifications:
  • Associate Degree or two years of college in an engineering or science related discipline and five (5) years related work experience or equivalent combination of education and experience.
  • Must possess IMSA Signal Technician III Certification or ability to obtain within 12 months after entering position.
  • Most possess IMSA Work Zone Safety Certification or ability to obtain within 12 months after entering position (TEEX Work Zone Certification will be considered).
  • Must possess Cisco Certified Network Administrator (CCNA).
