SPECIFIC JOB DESCRIPTION:

ANSER is seeking a Data Software Developer to support Installation Portfolio Analytics for the Deputy Assistant Secretary of Defense for Infrastructure Modernization and Resilience in the real property program; work will be conducted at the Pentagon, Mark Center and via telework. The Developer will use domain knowledge of real property, military construction (MilCon) and Energy Resilience and Conservation Investment Program (ERCIP) data hierarchy, metadata, and the relationships within the data to build, operate, and sustain a real property data warehouse. The Developer will perform data analysis of installation portfolio and help drive data solutions to the online real property data warehouse. The Developer uses knowledge of DoD real property systems to drive work groups towards improving installation operations and driving to closure audit findings.

Duties include:

  • Analysis of DoD installation portfolio through SQL, MS Access, and MS Excel
  • Employment of data cleaning techniques, such as spotting data type mismatch, erroneous values, formatting issues
  • Assisting in the validation and verification of real property data provided by the Military Services through automated collection
  • Data analysis using Python programming at the introductory to advanced levels
  • Data visualization creation using tools such as Microsoft Power BI
  • Development of business intelligence products to support senior leader queries
  • Data processing using various techniques to include with CSV files
  • Analysis and problem solving of real property data issue and associated architecture
  • Identification, tracking, and oversight of the real property audit program to include the development of corrective action plans.
  • Delivery of decision-quality data solutions in response to senior leader queries (e.g., Secretary of Defense testimony) or in support of IM&R's various annual reporting cycles (e.g., FRPP, RPAD).
  • Understanding of how the databases delivers data, how the application present data, and all the business rules that govern the data.
  • Collection and analyzation of relevant testing metrics, such as test coverage and execution progress, and defect density

SKILLS & EXPERIENCE:

  • Active Secret security clearance
  • 7 years of relevant experience
  • Experience with an Integrated Development Environment (IDE), such as IntelliJ or Eclipse.
  • Experience with the Java Runtime Environment (JRE) and Java programming language
  • Basic object-oriented terminology, such as classes, methods and events.
  • Basic HTML knowledge
  • Experience with SQL
  • Strong experience with Microsoft Access and Microsoft Excel
  • Strong experience in Python Programming and ability to export that knowledge
  • Ability to data mine; taking large data sets and creating focused data sets
  • Experience creating reports that are customer ready
  • Understanding of DoD Real Property conventions

EDUCATION & YEARS OF EXPERIENCE:

Bachelor's Degree in: Operations Research, Engineering, Mathematics, Economics or Management Science – or – 5 or more years' commensurate professional experience in DoD Real Property Management and/or Energy, Installations, and Environment disciplines (Real Property Asset Accountability, Facility Management, Facility Operations, Engineering, Installations Energy, Environment), or Systems Engineering
