  • Selects, interviews, and analyzes potential vendors to determine factors that affect ability to provide needed parts, materials, and/or services. Determines lowest cost consistent with quality, reliability, and ability to meet required schedules.
  • Reviews proposals, negotiates prices, and most favorable terms, recommending only those vendors that meet established Company standards.
  • Prepares and issues purchase orders, follows up on orders placed, verifies and/or expedites delivery, approves payment, resolves problems with vendors, and maintains all necessary records and documentation.
  • Maintains positive vendor relations.
  • Reviews ERP-material requirements and releases shop planning as required for outside processing.
  • Performs special projects and other duties as assigned.
Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university required.
Experience
Five (5) years of experience in administrative or professional work preferred.

One (1) year of this experience involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. (preferred)

Three (3) years of this experience working with a Minority Business Enterprise program AND/OR Small Business Reserve Program AND/OR procurement. (preferred)

The Office of Minority Business Enterprise (OMBE) at Bowie State University is the official certification agency for the Minority Business Enterprise (MBE) Program, Disadvantaged Business Enterprise (DBE) Program, Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program, and Small Business Enterprise (SBE) Program. Bowie State University is seeking a qualified candidate to facilitate, support and act as liaison between the software solution vendor, technical project manager, and Office of Minority Business Enterprise (OMBE) leadership and business users for the B2Gnow SAAS solution.

The B2Gnow diversity management system is a web-based, enterprise-class solution for managing organization-wide diversity programs. The B2Gnow system supports all OMBE Federal and State processes and legislative requirements and will replace a custom-developed Oracle data-based system. The incumbent will support software development initiatives, certifications and core training along with compliance requirements and regulatory mandates. The incumbent will ensure secure data capture, transfer and storage for the dual OMBE online systems and Oracle database and also coordinate setup and support the configuration of multiple system environments (i.e., Production, Staging/Test and Disaster Recovery (DR)) during the migration and implementation. This position will serve as the in-house subject matter expert in all areas of the online certification business processes, to also include sftp data transfer requirements to other agencies.

The responsibilities of this position will also include but are not limited to: Control of OMBE user access and security; troubleshoot OMBE staff/hardware; develop, design and expand software training for B2Gnow; and conduct training need assessments to ensure that all staff is trained in-house on current B2Gnow software to include any software patches and updates. The incumbent will have the authority to act on behalf of the OMBE in matters relating to the implementation and maintenance for the OMBE users of the B2Gnow solution as well as additional software solutions. The incumbent will implement a need assessment approach to determine a call center strategy, focusing on the external customer, communication needs and software assessments, and make recommendations. The incumbent will receive general supervision from the Intake Operations Manager and/or Director.
