POSITION SUMMARY

The Human Resources Generalist is responsible for the daily operations of the HR Department including recruitment, hiring, legal compliance, compensation and benefits administration. The Generalist supervises the HR Specialist Recruiter and the HR & Finance Specialist.  The HR Generalist ensures compliance with Department of Energy (DOE), Los Alamos National Laboratory (LANL) and Northern New Mexico Integrated Security (N2MIS) orders and directives.  The Generalist works closely with the Manager, HR & Labor Relations and other staff on employment matters to ensure compliance with all applicable laws. All work is executed in accordance with Integrated Safety Management (ISM) and Integrated Safeguards & Security Management (ISSM) standards and principles.     

RESPONSIBILITIES

  • Coordinate and track employee compensation, promotion/demotion and status changes with corporate office to ensure timely processing.
  • Responsible for recruiting program including attendance at recruiting events, oversight of Security Police Officer assessment events, applicant processing, interview scheduling, initiation and review of pre-hire background screenings, tracking and reporting.
  • Develop, update and maintain job descriptions, job postings and interview questions.
  • Assist in the oversight of the FMLA process in compliance with Department of Labor Federal Regulations. Provide guidance to employees, review and track certifications and notices, track hours used.
  • Assist HR & Labor Relations Manager in the administration of leave policies and programs to include FMLA, USERRA, Restricted Duty, advanced vacation, emergency sick leave, jury duty and bereavement leave. Ensure compliance with Federal and State laws, N2MIS and Constellis policies and the Collective Bargaining Agreement.
  • Responsible for access control and badging requests for visitors, recruits and new hires in compliance with DOE, National Nuclear Security Administration (NNSA) and LANL policies and procedures.

QUALIFICATIONS

Required Education and Experience:

  • Work is performed onsite. Position is not remote.
  • Bachelor’s degree or five years of experience in Human Resources or a related field or equivalent combination of academic training and relevant experience
  • Minimum of one year of supervisory experience.
  • Currently have, or have the ability to obtain and maintain, a Department of Energy Q level security clearance. Obtaining this clearance requires US citizenship except in extremely rare circumstances.
  • Significant experience in the administration of human resources functions including, but not limited to, recruitment and talent acquisition, equal employment opportunity and affirmative action, compensation and benefits, recruitment and FMLA/leave administration.
  • Ability to accurately interpret and follow policies, guidelines and requirements.
  • Demonstrated leadership ability, including effective communication, advanced interpersonal skills and good analytical skills.
  • Intermediate to advanced level proficiency with Microsoft Office Suite including Adobe and PowerPoint.
  • Excellent written and oral communication skills and the ability to convey information professionally and tactfully.
  • Ability to maintain strict confidentiality and work independently with minimal supervision.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Through knowledge of employment-related laws and regulations.
  •  

Desired Education and Experience (Considered a Plus):

  • Prior Collective Bargaining Agreement experience.
  • Human Resources certification such as the Professional Human Resources (PHR), Senior Professional Human Resources (SPHR), SHRM Certified Profession (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP).
  • Experience performing management, operations or procedures analysis within the security industry, Los Alamos National Laboratory, Department of Energy or other government contract.
  • Knowledge of regulations and orders governing protective force operations such as 10 CFR 1046, 10 CFR 1047 and DOE O 473.2A.

Work is performed in an office setting.

 

PHYSICAL REQUIREMENTS

Sedentary work involving extended periods of sitting while engaged with a computer terminal or phone.  Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.  Must have the ability to perform computer activities such as preparing and analyzing data and figures, transcribing; viewing a computer terminal; determining the accuracy, neatness and thoroughness of work.  Light to moderate lifting up to twenty pounds may be required.   Regular work hours are required with evening and weekend work occasionally.
