Description:


IVA'AL Solutions, LLC is seeking an experienced part-time Program Manager with PMP Certification to provide services on a contract supporting the U.S. Department of Homeland Security, Cybersecurity Infrastructure Agency in the Vulnerability Management Office. The ideal candidate will have excellent problem-solving and communications skills as well as a previous work history of leading, coordinating, communicating, integrating, and ensuring program success for complex cybersecurity programs for the U.S. Federal Government that ensure alignment with agency or enterprise priorities. This position requires a positive attitude, strong organizational skills, a drive to focus and produce results, and the ability to lead a team to meet objectives and foster strong customer relationships in a complex environment.

On this contract, our team will support DHS CISA Vulnerability Management agency across the following activities:

(1) Facilitate across federal departments and agencies and the private sector plans for cyber defense operations.

(2) Enable information for the sharing of information necessary, coordination, and creation of pre-position resources and playbooks necessary to streamline coordinated protection, detection and/or response activities in lockstep with among the federal government, private sector, and SLTT.

(3) Translate, track, and prioritize information needs and intelligence collection requirements across the extended enterprise.

Essential Functions:

  1. Project Integration Management - manage processes and activities needed to identify, define, combine, unify, and coordinate the various processes and project management activities within PM process groups.
  2. Project Scope Management – oversee the processes required to ensure that the project includes all the work required, and only the work required, to complete the project successfully.
  3. Project Schedule Management – develop and maintain the project timeline reporting and processes required to manage the timely completion of the tasks and projects.
  4. Project Cost Management – experience planning, estimating, budgeting, financing, funding, managing, and controlling costs for the project to stay within budget.
  5. Project Quality Management – manage all processes and activities that determine quality policies, objectives, and responsibilities so that the project will satisfy the contract deliverables.
  6. Project Resource Management - Organize, manage, and lead the project team including identifying additional resources to meet contract deliverables.
  7. Project Communications Management – Ensure timely and appropriate planning, collection, creation, distribution, storage, retrieval, management, control, monitoring, and the ultimate disposition of project information. Must have experience preparing reports and deliverables for similar contract work.
  8. Project Risk Management - conduct risk management planning, identification, analysis, response planning, and controlling risk on a project.
  9. Project Stakeholder Engagement - the processes required to identify all people or organizations impacted by the project, analyzing stakeholder expectations and impact on the project, and developing appropriate management strategies for effectively engaging stakeholders in project decisions and execution.

Must have working knowledge and experience managing all project management processes for a Time and Materials contract including:

  • Oversees and manages complex programs for cybersecurity, information technology, and other government and defense related areas.
  • Enterprise Resource Planning (ERP) experience preferred.
  • Communicates regularly with client Contracting Officers and customers to ensure program and mission success. Leads and contributes to programs to meet increasingly complex objectives.
  • Provides technical expertise in one or more areas required or in support of tasks, project deliverables or statements of work.
  • Conducts or utilizes research, analysis, and problem solving to meet or exceed project standards.
  • Must have experience managing sub-contractors including invoice management, calculating contract burn and managing funding for projection of the contract.
  • Must have experience preparing job descriptions and managing vacancies in conjunction with Human Resources.
  • Must understand CUI and implications on CMMC Certification.
  • Supervises and review the work of employees and subcontractors.
  • Lead operational processes and functions that support the program, provide direction, and monitor all significant activities to ensure mission success.
  • Develop and execute comprehensive cyber operations assessment programs for assessing and validating operational performance characteristics.
  • Support cyber operations planning activities, including preparation of functional and specific support plans, preparing, and managing correspondence, and staffing procedures.
  • Administrative management of budget. cost analysis, burn rates, all financial contract management.
Requirements:

Required Education, Experience/Qualifications:

  • Bachelors degree in relevant field from an accredited academic institution preferred.
  • Must have a minimum of 10 years' experience providing similar services on similar projects, or in the military or similar managerial experience.
  • Experience working for a federal sector-specific agency/sector risk management agency (e.g., Department of Energy, Department of the Treasury, Department of Homeland Security); experience working in a cybersecurity environment supporting a private sector critical infrastructure entity.
  • Must be able to obtain a Public Trust clearance.
  • Must be a U.S. Citizen.

Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.


Work Environment:


Office environment will include sitting at a desk and operating office equipment including a laptop/computer, printer and scanner, answering and speaking by telephone. The employee will occasionally be asked to travel by car or plane to remote work locations as needed. The noise level will be quiet to moderate. Other employees will occasionally pass through the work area.

Position Type/Expected Hours of Work:


This is a part-time, exempt position up to 20 hours per week. Days and hours of work are Monday through Friday typically between 9:00 a.m. to 5 p.m. This position may require periods where long hours and weekend work is expected. Travel is primarily local during the business day, although some out-of-area and overnight travel may be required.
