JOB DESCRIPTION: The successful candidate will Provides in-depth strategic/operational planning expertise for the development of Offensive Cyberspace Operations (OCO) and Defensive Cyberspace Operations (DCO) policy, plans, processes, procedures, and governing directives. Planners will apply operational art and operational design and use the Joint Operation Planning Process (JOPP) for the developmental planning of cyberspace capabilities for the operation, protection, and defense of the DODIN. Lead the creation of strike packages, and the vetting and validation of targets.

Daily activities include:

1. Provides input to briefings, transitioning concepts to execution and assisting in the coordination of joint operational planning in support of training, combat, and contingency operations.

2. Provides input for the development of cyberspace Tactics, Techniques and Procedures (TTPs), Concepts of Operation (CONOPS), Courses of Action (COAs), and other related documents.

3. Provides input to address shortfalls, prioritize, and validate requirements and be prepared to modify development planning efforts based on the changing cyberspace environment.

4. Provides support to exercise planning and execution to accomplish USCYBERCOM exercise training priorities.

5. Contributes to the development of exercise scenarios, exercise operational plans, and other required documentation.

6. Conducts research of current and emerging threats to U.S. critical infrastructure and key resources (CIKR).

7. Participates and contributes to daily operational planning meetings, OPTS, JIATFs etc?


- Five years of experience with JOPP at a UNIFIED Command as a member of a planning staff.

- Seven years of experience as a certified military operational FIRES planner

- Must have recent operational experience with Joint Operational Planning and Execution System (JOPES) and Operational Design.

- Mission analysis, courses of action (COA) development, COA analysis war gaming, COA comparison and approval, Commander?s estimates, and campaign plans, and order development

- 7-12 years of experience in Exercise and War games as a participant, planner and role-player.

- Five to 12 years of recent experience in Computer Network Attack (CNA).

- Demonstrated experience in After Action Reporting, developing Lessons Learned and capturing exercise artifacts.

- Understanding of CNO strategy


- Joint Service Officer (JSO) qualification and/or significant experience with Contingency Planning and FIRES integration
- Experience in support of Service, COCOM or JS cyber exercise as a player or planner.
- Ability to develop briefing materials, administrative, and logistics support.
- Excellent writing skills and ability to communicate effectively, including public speaking, and briefing senior officers.
- Proficiency in the use of Microsoft Office Suite.
- Ability to develop briefing materials, administrative, and logistics support.


- Graduate of Service Weapons School, SAAMS, SAW, SAS or NOPC
- BS in Engineering, Mathematics, Computer Science or Physics or related field
- Graduate of military SDE
- Graduate of Military Communications or Cyber qualification course
