The Contractor shall provide experienced Intermediate Network Systems Administrators (INSA) who are responsible for designing, implementing, and configuring the Ethernet networks and Virtual private networks (VPN) at NRL MMD. The INSA shall provide deep technical knowledge on Ethernet network and VPN system administration issues including system design and optimization, and hands-on systems administration, monitoring, and documentation.

The INSA shall:

a) Be responsible for monitoring and maintaining the IT security of assigned systems, including accreditation.

b) Monitor Ethernet switches, access points, routers, firewalls, and VPNs and tune their performance.

c) Maintain the hardware and software, interacting with vendors for support when required.

d) Provide a positive user experience including help desk ticket resolution and trouble-shooting, documentation and training.

e) Propose, plan, and implement system improvements and new systems.


TYPICAL EDUCATION AND EXPERIENCE: Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience

Hardware Knowledge: Cisco switches, routers, firewalls, VPNs, Adaptive Security Appliances, and F5 BIG-IP appliances, McAfee Sidewinder appliances and Nitro IDS, and other vendor’s Ethernet RFQ Number: N00173-16-Q-6701 Attachment, 9 network devices, Fibre Channel over Ethernet (FCoE), and Ethernet cabling including both copper and fiber.

Software Knowledge: Cisco IOS, CatOS, NX-OS, and AnyConnect, and MediaWiki.

Desired Personnel Requirements:

- At least five (5) years of experience in network system administration, preferably within DoD.
- At least five (5) years of experience with Cisco Ethernet switches, routers, firewalls, VPN appliances, and McAfee Sidewinder appliances, including network architecture and design.
- Demonstrable working knowledge of network architecture and design, hands-on Cisco system administration including CatOS, IOS, firewalls, and VPN appliances, McAfee Sidewinder appliances and Nitro IDS, Help Desk and Wiki support tools, and DIACAP accreditation processes.
- Cisco Certified Network Professional (CCNP), Cisco Certified Security Professional (CCSP), or (ISC)2 Systems Security Certified Practitioner (SSCP), Certified Information Systems Security Professional (CISSP) with Comp TIA Security+ certification and may have CompTIA A+, LINUX+, Server+, or Network+ certification.
