Position Description
CGI is seeking experienced Solution Architects to join our project team at The United States Census Bureau. The ideal candidate will have 5 + years of experience architecting complex software solutions; understanding of JAVA based technologies, web application development, data migration, security, proven experience in architecting highly scalable solutions.

The Census Bureau's mission is to serve as the leading source of quality data about the nation's people and economy. Every 10 years, Census conducts a count of the US population in addition to conducting numerous other surveys on the people, places, and economy of the country.
The Census Bureau (USCB) is in the midst of transforming its culture in order to encourage collaboration and the implementation of innovative approaches to its mission. Census has adopted an approach of taking common functions in the survey and census life cycle and, where feasible, re-engineered their business processes to create enterprise solutions. Your future duties and responsibilities
Description of Duties:

As a key resource, the candidate is expected to:
- Establish system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems.
- Design architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.
- Ensure these systems are compatible and in compliance with the standards for open systems architectures, the OSI and ISO reference models, and profiles of standards - such as IEEE OSE reference model - as they
apply to the implementation and specification of information management solution of the application platform, across the API, and the external environment/software application.
- Ensure that the common operating environment is compliant with the Agency enterprise architecture and applicable reference models. Evaluate analytically and systematically problems of workflows, organization,
and planning and develop appropriate corrective actionSpecifically, the Solutions Architect will:

o Develop Concepts of Operations.
o Define the As-Built, As-Is, and To-Be states
o Conduct Analyses of Alternatives.
o Develop, validate and implement plans to transition from the As-Is or As-Built state to the To-Be state.
o Define and develop Design Patterns, including Service Levels, Service Oriented Architecture (SOA), and Application Programming Interfaces (APIs).
o Establish processes, templates, and tools required to develop and manage the Application Architecture.
o Describe the logical components of a solution.
o Develop interconnection and interface designs.
o Describe the structure and behavior of applications, focused on how they interact with each other and with users.
o Define the interaction between applications, databases, and middleware systems in terms of function.
o Identify any integration problems or gaps in function.
Required qualifications to be successful in this role
Required Knowledge, Skills, Abilities and Competencies:

? 5+ years of experience as a successful Solutions Architect, working with teams of ten or more development professionals, on projects of 18 or more months of duration
? Leadership level of performance
? Familiarity with Agile
? Understanding of ALM processes in an Agile environment
? Broad knowledge and depth in many of the technologies involved in this project: Java/J2EE full stack, Java Script, JSP, ANT, Maven, Subversion, Web service, AJAX, HTML, XML, Java, C++, SQL, Oracle, SQL Server, JBoss, Tomcat, Apache, Weblogic, Web Sphere
Oracle DBMS, JEE, SOA.
