Budget and Investment Analyst (Job Number:417799)

Description:

SAIC is seeking a Budget and Investment analyst to assist the government customer in moving the information sharing mission forward by leveraging existing government performance and investment policy and processes. This position supports programming, budgeting, and performance measurement of information sharing and safeguarding programs in an interagency environment. The incumbent is also expected to work with government managers to develop executive branch guidance to focus cross- agency initiatives. This individual will liaise with White House Interagency Policy Committee (IPC) members & committees; analyze information; and prepare executive level presentations and point papers; and draft executive level correspondence originating from OMB and/or the White House. The individual should have 7-10 years of experience in the planning, programming and budgeting field. Experience working with any of the five ISE Communities (Defense, Law Enforcement, Intelligence, Homeland Security, and Foreign Affairs) and the international community is beneficial.

Key duties/responsibilities include, but are not limited to:

- Strategic planning, goal setting, and preparation of interagency guidance to facilitate information sharing
- Using budget tools to move interagency government programs forward
- Conducting business case analyses
- Implementing organizational performance measurements and associated performance improvement programs.
- Advising senior government leadership on effective approaches to strategic and budget challenges
- Applying in-depth knowledge of federal laws, policies and planning guidance documents to craft budget documents
- Strategic, performance, and budget planning to support organizational objectives
- Analyzing and summarizing National Intelligence Program Authorization and Appropriation Acts
- Creating program and budget performance assessments and forecasts
- Drafting responses to Congressionally Directed Actions
- Providing expert guidance on programmatic topics
- Writing correspondence, position papers, talking points, and other documents assigned by government lead
- Analyzing an IC program/budget/financial issue and summarizes its implications for senior government leadership
- Preparing and verifying the accuracy of budget exhibits and financial actions in compliance with federal laws and policies

Qualifications

:
- *Must be a US Citizen** **Must currently hold a TS/SCI with Poly**

Required Background:

- Bachelor’s Degree
- 7 -10 years of demonstrated experience in budget planning, programming, execution or evaluation supporting the Federal Government, including at least 5 years in an IC or DoD element
- In-depth understanding of Intelligence Community or DoD Programming, Planning, Budgeting and Execution processes, timelines, and documents
- Demonstrated understanding of the OMB guidance documents that drive the preparation of budget requests
- Experience preparing CBJB or CJB inputs and resource exhibits
- Experience in drafting programmatic documentation, such as guidance, and/or participation in an ODNI programmatic study, the outcome of which impacts budget decisions
- Possess understanding of the roles of OMB, ODNI, and IC agencies in the budget development process
- Advanced proficiency in Microsoft Excel to assess very large volumes of resource information
- Proficiency in Microsoft (Word, PowerPoint, Access, and SharePoint)
Preferred Background:

- Experience working with any of the following five communities – intelligence, law enforcement, defense, homeland security and/or foreign affairs.
