Computer Systems Analyst – Level II - Function Analyst (Job Number:418183)
Analyze and develop computer software possessing a wide range of capabilities, including numerous engineering, business, and records management functions. Develop plans for automated information systems from project inception to conclusion. Analyze user interfaces, maintain hardware and software performance tuning, analyze workload and computer usage, maintain interfaces with outside systems, analyze downtimes, and analyze proposed system modifications, upgrades and new COTS. Analyze the problem and the information to be processed. Define the problem, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests. Coordinate closely with programmers to ensure proper implementation of program and system specifications. Develop, in conjunction with functional users, system alternative solutions. Responsible for analyzing user business problems to be solved with automated systems. May formulate and define information system scope and objectives through research, analysis, testing and fact finding with a basic understanding of business systems and industry requirements. Assignments typically include problem definition, evaluation of requirements, and implementation of systems to meet business, user, and cost requirements. May prepare communications and make presentations on recommendations on system enhancements or alternatives. May act as functional experts. SCOPE: Plans, conducts and may direct the analysis of complex business issues to be solved with information systems. Provides technical assistance in identifying, evaluating and developing systems and procedures which are cost effective and meet user requirements. Formulates and defines application scope and objectives and devises/modifies procedures to solve business problems. Applies a broad knowledge of various functions and technical expertise to accurately anticipate organizational impacts. Plans and creates detailed specifications for information systems to meet business requirements. May work with a variety of computer languages, systems, and hardware configurations. May work directly with the customer. May provide work direction and guidance to others. May function as team leader for projects with moderate budgets and short to intermediate duration.
PROBLEM COMPLEXITY: Works on moderately complex problems where analysis of situation or data requires an in-depth evaluation of various factors. Exercises judgment within broadly defined practices and policies in selecting methods, techniques and evaluation criteria for obtaining results.
FREEDOM TO ACT: Works under limited direction. Receives no instruction on routine work. Supervises and provides guidance to other personnel.
EDUCATION AND EXPERIENCE: Bachelor's degree or equivalent and 5 years related experience.

- Understands Cerner deployment methodology
- Understands Military Hospital Devices
- Able to lead team and report issues
- Able to update integrated master schedule and direct quality work efforts of team
