C4I Systems Engineer (#21)
Shall have a Bachelors of Science Degree in Systems Management or Operations Research. Must have an excellent command of the English language both written and oral. Shall possess effective technical writing skills and communications skills for official correspondence, analysis reports, white papers, presentations, briefings, etc. Must be able to use desktop computer systems and standard programs such as MS Word, MS PowerPoint, MS Excel, MS Project, MS Access and File Maker Pro.
The C4I Systems Engineer shall have a minimum of ten (10) years experience in C4I systems operations and a minimum of seven (7) years experience in Air Defense/Command and Control systems and/or force level command center operations. Shall also have a minimum of three (3) years experience in C4I systems management. Shall have a general knowledge of computer networks, communications interface protocols, configuration control procedures and software engineering principles. Must have experience in the prioritization and clarification of system requirements between communications, computers, and hardware engineers and systems operators. Shall have ability and experience of reading and understanding schematics and blueprints. Must have knowledge and understanding in the use of military regulations and Technical Manuals. He will be thoroughly familiar with emerging C4I concepts and their applications for the RSAF C4I system.
The C4I Systems Engineer shall be responsible for the following duties and responsibilities:
a. Performance of investigations into reported operations anomalies
b. Assist in operations enhancement design and verification
c. Write reports based on analysis performed
d. Develop, produce and present presentations and briefings
e. Assist in exercise program development
f. Coordinate system change documentation with Standards/Evaluation Chief
g. Provide operations assistance to all COC sections as required
h. Coordinate and interface with other organizations
i. Assist with field tests and special operational activities
j. Provide review of new manuals, regulations, operations procedures, and checklists
k. Review new training documentation
l. Recommend and coordinate new operations processes and procedures
m. Confer with COC Engineering Staff on proposed enhancements
n. Coordinate with CMF Engineering Staff to discuss UCRs and system enhancements
o. Attend C2CRB Board meetings
p. Prepare COCURB action item review package for the COC Director
q. Participate in COCUCR planning review
r. Participate in COCUCR meetings and accomplish assigned action items
s. Interface with appropriate staff agencies to resolve issues and/or concerns
t. Coordinate SCRs with appropriate operational users
u. Provide recommendations and advice to the COC Director on operational issues and system performance
v. Develop processes, policies and procedures when requested
w. Assist in UCR prioritization processes
x. Assist in review of contractor performance requirements
y. Assist in review of equipment performance characteristics
z. Assist in development of COC annual Goals and Objectives
aa. Assist in resolving COC Action Items as required
bb. Review RSAF and COC documentation as required.
