Electrical Utilities Manager (Contingency Hire)
DUTIES AND RESPONSIBILITIES
: The Electrical Utilities manager (EUM) is responsible for managing personnel, budget, and construction and maintenance projects associated with Diego Garcia’s Electrical Utility System. A key role of the EUM is to conduct on-site technical risk assessments of the Electrical Utility System, and be thoroughly familiar with construction standards, operating procedures, policies, record keeping practices, and code compliance. The position independently applies advanced technical techniques and makes decisions on system operations, analyzes effectiveness, and ensures efficient operations. The Manager is responsible for study, design, specification and services related to utility systems performance and control including;
power, water, and waste water, generation, transmission, distribution, storage, control centers, communications systems, cathodic protection, grounding lightning protection, heat tracing etc.
He/she devises approaches and solutions to problems encountered. The EUM oversees the planning and scheduling of generation and distribution work and leads work efforts for system maintenance, repairs, and up-grades. A key element of the responsibilities include the establishment of predictive, preventive, and corrective maintenance programs and
tasks, training of utility personnel, and financial management. The EUM works closely with the Public Works Director as well as the Facilities Maintenance Director.
EDUCATION / CERTIFICATIONS / EXPERIENCE / ABILITIES
EDUCATION: Bachelor of Science degree in Electrical or Mechanical Engineering, or other related engineering field, based on a four year course of study from a U.S. or U.K. accredited college or university.
CERTIFICATIONS: Professional Engineer License issued by a U.S. state or territory in Mechanical, Electrical, Civil, or Structural Engineering is preferred.
Five (5) years of documented experience on engine driven generators rated at 1,000 kW to 2,500 kW 3-phase/60 Hz stationary diesel engine driven generators and associated medium voltage electrical equipment/switchgear systems.
Five (5) years’ experience electric utility overhead and underground distribution systems operation
Five (5) years’ minimum experience on electrical distribution systems equivalent to the electrical distribution system on Diego Garcia.
Five (5) 5 years’ experience in Quality Management and Administration. Experience must include accident and incident investigation.
ABILITIES: The candidate must be a self-starter capable of working in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals.
Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus.
Understanding of litigation and claims processes and experience with legal communities.
Excellent communication skills – verbal, written and listening.
Ability to interact with staff at all levels from craftpersons to senior executives.
Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.
Fluent in English language
Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining
Must possess driver’s license with at least 6 months of remaining validity
