Director, Business Development/Capture Management for the Department of Justice/Law Enforcement Strategy (Job Number:419887)
This position reports to the Vice President for Business Development in the Federal Civilian Customer Group. The successful candidate will have overall responsibility for capture management strategy, planning and execution for large opportunities with the U.S. Department of Justice and its various Divisions and Bureaus, including the Federal Bureau of Investigation and the Bureau of Alcohol, Tobacco and Firearms. Additionally, this individual will be charged with leading SAIC’s DOJ and Law Enforcement strategy within all Federal Agencies, except the Intelligence Agencies.
The Capture Manager will be responsible for ensuring excellence in delivery all aspects of a bid to a client to include teaming with industry, pulling solution architects together, win strategy development, and price-to-win to support a winning proposal to our valued clients. This individual will also provide leadership to the account to ensure the SAIC brand is highly visible and connotes high value through a dynamic presence in the market. The ability to assemble the necessary technical and management team for overall proposal and pricing development for a winning proposal is necessary. Additionally, the ability to demonstrate an understanding of the capture and proposal review process and how to move his/her efforts successfully thru them in necessary. The position is a senior level capture management position and therefor it is necessary to possess the ability to work on multiple captures at one time.
The Director of Business Development will be expected to promote the complete portfolio of SAIC services from Service Lines to the client. The service lines include MIssion Engineer & Program Support, Hardware Engineering & Program Support, Hardware Integration & Logistics, Training & Simulation, Intelligence, Systems Engineering, & Policy, Software Integration,IT Managed Services, Cyber, Cloud, & Data Sciences.
Responsibilities include market analysis, strategic business planning including identification, qualification, and capture, leading to award of major programs. This position will include oversight of customer contact and positioning; teaming interactions; and coordination with other internal business development and sales resources available across SAIC. Experience with customer relationship management and opportunity tracking as well as experience with a variety of contract types including cost plus fixed fee, fixed price, award fee, and performance based contracting are key. Experience in the law enforcement field is desirable.
This individual will partner with their SAIC Operations Manager, Program Directors and Program Managers to ensure SAIC has a “one-SAIC” approach to the account and market and that as a team the company responds to key customer relationships. The Capture Manager will collaborate with counterparts across SAIC and resources to support the capture of opportunities to include other Federal Civilian agencies such as DOE.
This position is based in McLean, VA and will require business travel as needed for a geographically dispersed customer set.
Bachelor of Science degree required, with concentration in business, marketing, engineering or technical discipline preferred.
He/she must have a reputation for being able to build and work within high performance teams in a matrix-management environment. He/she must be able to communicate well with senior and executive management within a company and with key federal customers. A demonstrated sustained ability and reputation of winning complex, prime integration services or systems engineering contract awards with values over $50M that meets and exceeds challenging goals and quotas is required. Five years of related and recent capture management experience is required.
18 years of related experience and 10 + years of recent capture management/Business Development experience is required. Past experience in the Federal Civilian environment is also considered an advantage. The successful candidate will be able to reference a portfolio of submittals and awards that include experience in all types of government contracts (FFP, T&M, Cost Plus) and full array of capture strategies (major re-competes, incumbent capture, sole source, etc.). The successful candidate must have highly effective interpersonal skills in order to carry-out daily interactions with technical leaders and business executives within SAIC, with the customers, and with teammates and subcontractors. Past experience that demonstrates the ability to contribute to fast-paced business leadership teams will be a plus.
Security Clearance: SECRET preferred; must be eligible for a TOP SECRET.
