Resource Manager (Contingency Hire)
DUTIES AND RESPONSIBILITIES
: The MWR Resource Manager shall be responsible for accounting functions of all MWR operations.
Primary duties are the accounting and reporting of of MWR Appropriated Funds (APF) and Non-Appropriated Funds (NAF) funds and MWR equipment and subsequent cost control, financial analsyess, and retail accountability. The Manager oversees the handling of cash and revenue through the collection, reporting and deposits functions. The position is responsible for the disbursements of NAF by check for goods and services rendered.
The Manager also directs check processing and check cashing of personal and government checks. The Manager will establish internal charge accounts for special events and oversee the repayment fo those accounts. Finally the Manager is responsible for the development of annual APF and NAF budgets and the execution and control of those budgets.
EDUCATION / CERTIFICATIONS / EXPEREINCE / ABILITIES :
EDUCATION: Bachelor’s degree from an accredited college or university with major studies in one or more fields of finance, accounting, or business administration.
CERTIFICATIONS: Satisfy BUPERS qualification standards for a Business Manager classified as NF-0501 position or equivalent.
EXPEREINCE; Three (3) years of specialized experience as NF-4 of a NAFI or as a middle manager in a similar or equivalent capacity in civilian commercial business. Must possess a working knowledge of the System Accounting Procedure (SAP), FoodTrak, Micros, and the Accounting Information & Management Systems (AIMS), Users Handbook.
ABILITIES: The candidate must be a self-starter capable of working in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals.
Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus.
Understanding of litigation and claims processes and experience with legal communities.
Excellent communication skills – verbal, written and listening.
Ability to interact with staff at all levels from craftpersons to senior executives.
Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.
Must hold US Passport unless approved otherwise by USG
Fluent in English language
Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining
Must possess driver’s license with at least 6 months of remaining validity
