Transition Engineer (Job Number:419980)
The Transition Engineer shall assist the Government in executing the IT Transition Plan, to ensure that the necessary technical infrastructure (e.g. communications circuits, interfacing systems, power/cooling) are in place on time and in correct order to support the transition of all C4I/IT systems into the new facility. The contractor shall assist in the tracking, reporting, and scheduling of progress updates for all transition activities. The contractor shall assist in revising transition plans to resolve conflicts. The contractor shall assist Government project engineers and system owners in troubleshooting issues between systems during transition. This is potentially a customer- facing position and may require interaction with senior customer leadership on matters concerning project cost, performance, and schedule. The Transition Engineer must possess a strong belief in the principles of task ownership, accountability, and teamwork, and be detail- oriented.
Job Specific Responsibilities:
- Technical infrastructure implementation progress, status reports and briefings
- Transition plan status/update/review meetings and minutes

JOB DESCRIPTION: Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract. Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met. Managers set the specific duties and responsibilities for each employee). Contributes to the development of new concepts, techniques, and standards. Considered expert in field within the organization. Receives assignments in the form of objectives and establishes goals to meet objectives. Establishes and recommends changes to policies which affect organization. PROBLEM COMPLEXITY: Develops solutions to complex problems which require the regular use of ingenuity and innovation. Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed from a relatively long-term perspective for desired results. IMPACT: Effects of decisions are long-lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources. LIASON: Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives.

a) Must possess a Top Secret clearance with a current SSBI and be SCI-eligible
b) Must possess five or more recent years of demonstrated advanced, hands-on, transition engineering experience supporting the design, installation, configuration, development, integration, implementation, testing, and troubleshooting of IT enterprise services in a complex environment with multiple classification enclaves and integrated with DoD C2 systems utilizing associated information assurance processes/procedures
c) Must possess demonstrated familiarity with Enterprise IT environments (data center, computing, storage, SAN, Cloud, network, security, backup/recovery, COOP, replication, policies and procedures)
d) Must possess demonstrated expertise with technical infrastructures (e.g., communications circuits, interfacing systems, power/cooling) supporting IT enterprises.
e) Must possess demonstrated experience with Operations support within an ITIL Service Operations management framework, including use of Service Now or Remedy service management tools
f) Must possess demonstrated experience with IT service management best practices such as change, problem, incident, configuration and service level management
g) Must possess advanced interpersonal skills including the ability to collaborate effectively, self- awareness, and excellent written and oral communications.
h) Must demonstrate the ability to drive efficient resolution of all incidents through analytical and structured approaches to problem solving
i) Must possess a Bachelor’s Degree or Higher in Computer Science, Information Technology or related discipline; experience may be accepted in lieu of education
j) Should possess Project Management Institute’s Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification.
k) Should possess networking certification(s) attributing to recent knowledge/mastery of and experience with current networking technologies.
