U.S. Citizenship and Immigration Services (USCIS) Support for Platform Engineering and DevOps Integration (SPEDI) Program

USCIS is a federal agency that is a component of the Department of Homeland Security (DHS). The USCIS Office of Information Technology (OIT) provides information technology expertise, and the strategic vision to enable USCIS to deliver effective, efficient, and secure immigration services and products. USCIS is widely recognized by DHS and component leadership as leading DHS in driving the use of Agile, DevOps, and information technology to achieve mission optimization in its role as the Government agency that oversees lawful immigration to the United States.

USCIS OIT requires enterprise infrastructure support services and security services which ensure enterprise information security assessment services in accordance with NIST and DHS guidance, as well as USCIS policies and procedures for all USCIS systems and applications.

An essential element of providing these services is providing support for the migration of the USCIS application development methodology from a traditional waterfall process to an agile environment and from a silo-based development-deploy-support structure to an Agile Methodology and DevOps framework. These frameworks require cloud services that are virtualized, scalable, and cost effective and utilizing DevOps practice which emphasizes collaborative teaming between all disciplines involved in the cradle-to-grave software lifecycle. This results in a more integrated set of processes and procedures with the end result of increasing quality while reducing cycle time for getting new capabilities to the business. One of the key services is providing site reliability engineering in these teams is the system engineer – an individual with a broad range of knowledge across multiple disciplines such as application development, infrastructure architecture, monitoring and scripting. With an individual with a holistic view of the entire process as part of the team it helps to ensure the integration of the different disciplines’ requirements and processes.

The overall intent of this program is to deliver a secure, integrated technology and management approach that complies with DHS and USCIS guidance and to ensure proper transition throughout the lifecycle. These services must be based on industry best practices for Agile development and methodologies coupled with incorporation of the DevOps framework established DHS, USCIS, and other federal standards, policies, and procedures.

SAIC is the current prime performing these activities since 2010 and has been continuously supporting this agency as far back as May 1998 when it was called the Immigration and Naturalization Service (INS).
