PABULUM Consulting is seeking a Freedom of Information Act Specialist who possesses experience providing basic concepts, methods, procedures, and guidelines of information disclosure to support the processing and administration of Freedom of Information Act (FOIA) and Privacy Act cases.

Performing this work involves the performance of Department of the Treasury specific, routine operations that include a few separate tasks or procedures, such as looking for specific items of factual information in tabulating and summarizing data, or reviewing recent case decisions and summarizing the factual and legal issues and findings.

Specific duties listed in this section shall not be interpreted as including inherently Governmental functions such as, but not limited to, policy development, representation of the Government at meetings and decision-making.


Freedom of Information Act Specialist shall have experience with:
• Prepare Documents for public release in response to FOIA requests which shall be processed on-site at a designated Treasury location;
• Convert electronic and paper files to Adobe PDF files to allow for review and redaction;
• Make recommendations regarding the disclosure or nondisclosure of highly sensitive documents responsive to FOIA requests by researching and analyzing the content of the records and coordinating with FOIA Attorney as appropriate;
• Mark and apply FOIA redactions using appropriate technology;
• Consult and coordinate with other components of the Department of The Treasury and executive branch agencies on complex requests where multiple agencies are involved;
• Draft response letters to requesters and business submitters, and memos to other federal agencies;
• Maintain paper and electronic files for all requests assigned;
• In cases involving litigation, coordinate with FOIA Attorneys to ensure all deadlines are met;
• Update and maintain information regarding assigned cases in the FOIA tracking system; and
• Other duties, as assigned, relating to the efficient processing of the FOIA requests received in Treasury.
• Scan Documents and Create Electronic Document Images;
• Coordinate with the Director and/or the Associate Director of FOIA and Transparency, which closed FOIA cases are ready to be scanned;
• Conduct a quality review of all cases to ensure accuracy and completeness of job;
• Upload scanned and electronic cases to go FOIA;
• Report weekly progress to the Director of FOIA and Transparency;
• Other duties, as assigned, relating to the efficient transfer of FOIA from paper form to electronic form


• At least 3-5 years or more experience of strong knowledge of the Freedom of Information Act and Privacy Act.
• High level of skill in utilizing Microsoft Office software (Access, Word, Excel, PowerPoint, and Outlook)
• Knowledge of the Freedom of Information Act and the 9 exemptions
• Experience retrieving and reviewing agency records in response to requests
• Experience drafting letters in response to requests
• Ability to work under pressure and prioritize workload effectively in order to meet compliance deadlines.
• Qualities of integrity and diplomacy, with the ability to discuss sensitive matters with confidence and tact.
• Precise and effective oral and written communication.
• Demonstrable ability to continuously maintain and develop knowledge and expertise in relevant legislative and procedural areas
• Shall demonstrate expert knowledge of Title 5 U.S.C.§ 552 (as amended), the Privacy Act of 1979 (as amended), the Open Government Directive of 2009, and be able to administer and implement the FOIA and Privacy Act (PA) through 15 CFR.
• The Candidate must be able to interpret court decisions and use legal research to find applicable decisions on assigned cases and assignments.
• The Candidate shall demonstrate exceptional customer service and be able to respond to internal and external customers, stakeholders, and the public in a way that fosters trust and cooperation.

Minimum Education: Bachelor’s degree or equivalent training and/ or experience
