Position Description
CGI Federal is seeking a Program Analyst to support the U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO), Office of Asset and Facilities Management (OAFM), Administrative Service Branch (ASB) providing administrative and management operations support services. Your future duties and responsibilities
Provide services in support of ICE Official Mail Accounting System (Agency Code 0XX) processes/transactions. OMAS is the system by which the ICE pays the US Postal Service for postage related expenditures. Technical support for this requirement includes reviewing OMAS data for tracking purposes, providing recommendations for program effectiveness, maintaining spreadsheets of OMAS data, and drafting OMAS related reports. One OMAS report is the monthly USPS Official Mail Accounting System report. The contractor personnel shall become familiar with the OMAS system within 30 days of starting work at ICE;

The Contractor shall provide support for mail management reports, metrics, and scorecards. The Contractor shall apply best in kind techniques/practices and work within the DHS/ICE organizational and business structures;

Provide administrative/management services in support of current initiatives to include postal inspections/compliance activity to improve the ICE Mail Management Program work effort, and provide services in support of DHS Mail Management Program mandates and to assist in meeting DHS requirements;

The Contractor shall provide technical support in complying with GSA SMART program requirements. This primarily entails assisting the ICE Mail Manager in collecting/verifying data and ensuring data accuracy, correcting discrepancies with field units, providing draft reports, and assisting with ICE compliance of GSA SMART requirements;

Provide services to support the collection of mail performance measures, mail volume data, and expenditure data for all ICE mail operations (approximately 400 locations). The contractor shall provide services to support the maintenance of location data, and compliance efforts;

Collect and maintain data from monthly Express Service provider reports on mail/shipping volumes, performance and costs (including fees); identify problems/concerns and monitor ICE program office inquiries; develop extensive profiles of ICE incoming/outgoing mail/shipments, and recommend process changes to the ICE Mail Manager, as well as effectively communicate as necessary to program offices, and personnel; profile ICE mail stops and monitor the number and effectiveness of them, and make recommendations to open/close mail stops;

Provide technical support services for the Express and Ground Services accounts (FedEx/UPS), and dissemination of the policies and procedures to ICE offices in accordance with the shipping program and FedEx and UPS GSA/DHS contract requirements. The contractor shall provide services to support the COR in working with applicable commercial carriers;

Provide assistance to ICE field units to annually update Mail Security Plans. Contractor will assist program offices by clarifying requirements, providing draft feedback for the ICE Mail Manager to send, collect Mail Security/COOP Plans from each field location, and provide updates to the ICE Mail Manager on progress. Contractor shall also review Mail Center and Mail Service Location Mail Security Plans annually and provide feedback to the ICE Mail Manager on each;

Design and interpret data for analytical deliverables (e.g., statistical analyses, reports, dashboards, etc.) using advanced Excel, MS Access, MS PowerPoint, MS Project, MS Visio, SharePoint and/or other analytical tools to identify patterns and correlations among various data points;
Query relevant data from databases, manipulate large structured and unstructured data sets to build insightful solutions to complex problems, and present the results in visually engaging and intuitive reports and dashboards that can be easily understood, and actionable;
Document business and technical reporting methodology, best practices and related rules for generating reports to ensure results are accurate. Knowledge of administrative regulations and operating procedures, and skill applying fact-finding techniques to gather clear-cut factual evidence of administrative waste and abuse, or compliance with regulations;
Administrative and interpersonal skills required to organize and coordinate systematic, professional efforts to meet difficult planning needs and unanticipated requirements, and provide written and/or oral reports with conclusions, alternatives, and/or recommendations on policies, projects, or studies;

Facilitate and set-up for Mail Management Program Office hosted meetings, draft minutes, track tasks, and perform other administrative support functions related to meetings and TELCONs; Provide draft documents with recommendations for complying with and improving elements of the mail and shipping program as a result of a GSA, DHS, USPS, or USCG changes in requirements or procedures;

Provide bi-weekly activity reports to the COR documenting work efforts and accomplishments. The contractor may be required to adjust services based on problems/issues discussed in the weekly reports;

The Contractor shall assist in the development of ICE Mail Management Instructions and manuals reflecting current GSA/DHS policy and standards for the ICE Mail Manager to review. Final changes will be made by the ICE Mail Manager.
Required qualifications to be successful in this role
? Related experience required
? Must have supervisory experience to oversee the work of existing DOJ/CGI contract employees located at the PCN and at the Dallas Mail Center.
? Ability to communicate effectively orally and in writing using the English language and ability to read, interpret, and apply Federal policy, directives, and regulations.
? Must have excellent knowledge of basic fact-gathering, and research methodology.
? Must have excellent written and interpersonal communications skills, and the ability to work independently and as a team member.
? Must have experience with various software is essential, i.e., Windows, Adobe, MS Office Suite (Excel, Access, PowerPoint, and MS Word), SharePoint, MS Project, and Visio.
? Experience preparing draft point papers, white papers, transition plans, action plans, briefings, and PowerPoint presentation
? May be required to drive a government vehicle and is required to have a valid driver?s license.
? May be required to periodically travel to ICE nationwide field offices in performance of duties.
? Ability to successfully complete a CGI Background Investigation to include; 50 State
Criminal, Education, Employment, Credit and Driving Records Checks to start employment.
? Must be able to obtain and maintain a US Government Security Clearance (Moderate Risk
Public Trust) to start employment.
? Due to the nature of this government contract, US Citizenship is required.

High School Diploma or equivalent is required
