This position reports to the Senior Vice President for the Federal Civilian Customer Group. The successful candidate will have overall responsibility for business development strategy, planning and execution for the Customer Group with expected annual revenues of $1.2 Billion. The Federal Civilian Customer Group’s vision is to be a leader solving our customers’ most important mission-challenges through innovative applications of technology and domain knowledge for any/all SAIC services and capabilities. The VP BD will be expected to leverage the complete portfolio of SAIC services from all 8 Service Lines to the federal clients. The service lines include IT Managed Services; Software Integration; Cyber Cloud and Data Sciences; Intelligence, Systems Engineering & Policy; Hardware Integration & Logistics; Mission, Engineering & Program Support; and Training & Simulation. Federal customers include, Department of State, NASA, DHS (all Agencies), USDA, Treasury, and all non-DoD Federal Agencies that comprise our target market. The VP BD will be responsible for ensuring excellence in delivery of full life cycle business development activities, including building a Business Development strategy and executable plan, building and maintaining a pipeline of opportunities across all service lines, ensuring competitive capture strategies, developing account management to leverage packaged service offerings, and building customer relationships. This position will provide critical linkages between SAIC’s strategic plan and near-term Federal Civilian new business objectives and will be accountable for meeting new business and revenue targets. This individual will partner with Customer Group Senior Vice Presidents and all operational organizations to ensure effective use of resources across the enterprise as well as identifying and responding to key customer relationship needs. Collaborates with counterparts across SAIC and the newly established Service Lines to ensure best of breed solutions are brought forward to customers and ensures Federal Civilian is appropriately represented for strategic, large-scale campaigns. A key responsibility will be to improve and develop capabilities of staff members focused on winning new business and will also be responsible for building incentive plans, and holding their BD representatives accountable to those plans. The VP BD will also marshal Federal Civilian resources to support Corporate and BU initiatives and provide timely reports / analysis on marketing performance measures. The VP advises Customer Group management on call plans for key customers and programs and provides additional leadership and expertise in other new business matters including: strategic planning, competitive intelligence and market analysis, and M&A strategy. The VP will be a key member of senior leadership team the new SAIC Enterprise IT sector and Customer Group. This position is based in McLean, VA and will require business travel as needed for a geographically dispersed customer set.

Key Responsibilities:

1) foster account management sales strategy across the Federal Civilian customer group. Accounts cover most major civilian departments, state and local and commercial. Annual revenue of approximately 1.2b in IT infrastructure, software development, engineering services and training solutions.

2) lead sales strategy for growth and large scale sales and capture. Including new customer acquisition strategies prioritization of investments, B&P, and tradeshows.

3) install, prioritize, measure and own the tools, methodologies and team to continue to grow business with consistent results and strategic selling.



Bachelor of Science degree required, with concentration in business, marketing, engineering or technical discipline preferred. MBA or advanced degree strongly preferred.

Required Skills

Must have a demonstrated track record of designing and executing successful acquisition strategies and achieving profitable revenue growth targets in federal government contracting work. Must have reputation for being able to build high performance teams in a matrix-management environment, provide daily leadership to a team of BD professionals and communicate well with senior and executive management within a company and with key federal customers. Ten or more years of related recent experience in senior management is a plus. Past experience must also include management of successful business development efforts Federal Sector contracts, particularly with experience in Federal Civilian markets being especially desired. Proven recent success managing and developing a BD team is especially desired. A demonstrated sustained ability and reputation of winning complex, prime integration services or systems engineering contract awards with values over $50M that meets and exceeds challenging goals and quotas is required. Portfolio of submittals and awards should include experience in all types of government contracts (firm-fixed price, T&M, cost-plus, etc.) and full array of capture strategies (major re-competes, incumbent capture, sole source, etc.). Must have excellent communication skills (both verbal and written) and highly effective interpersonal skills in order to carry-out daily interactions with technical leaders and business executives within SAIC, with federal customers, and with teammates and subcontractors. Past experience that demonstrates the ability to contribute to fast-paced business leadership teams will be a plus. U.S Citizenship Required.
