STS is an innovative systems engineering and integration firm with proven performance in delivering solutions to the DoD. STS is seeking an experienced Project Controller to provide financial management and analytical support to Program Managers in the following areas: cost account management, budgets and contract compliance. Primary focus will be on cost account management.

This position may also be responsible for some Contract Administration duties. Candidate should also have a solid understanding of the Federal Acquisition Regulations (FAR), and Department of Defense Federal Acquisition Regulations Supplement (DFARS) to perform prime and subcontracts administration.

This position will be located at our Arlington, VA office. There are no provisions for relocation. All candidates must be within the Arlington, VA commuting area or be willing to relocate at his/her expense.

Primary Roles and Responsibilities will include:
• Provide cost, schedule and funding planning, reporting, monitoring and analysis support to Program Managers including Work Breakdown Structures (WBS), Basis of Estimates (BOEs) and development of time-phased budgets and schedules.
• Assists with project set up in compliance with contractual terms, conditions and requirements.
• Assists in the preparation of program financial estimates and meet deadlines for submission requirements.
• Identify project risks and opportunities and provide analytical contribution in working resolution with PM, Contracts, Procurement and Finance/Accounting.
• Monitor costs and manpower on a periodic basis ensuring that actuals are within budget and charged to the correct job number.
• Perform analytical review and arithmetic checks of cost reporting documentation.
• Prepare accurate and complete variance analysis and reporting.
• Prepare/Support Internal Program Review (IPR) presentations for management.
• Support the preparation of financial Contract Data Requirements (CDRL) for programs. Ensure contractual requirements are met and customer financial deliverables are accurate and on time.
• Monitor and evaluate overhead costs.
• Assist in various financial aspects of sub-contracts and vendors
• Communicate and correspond directly with clients with respect to invoicing, receivables and project reporting
• Perform various ad-hoc analyses as required in order to provide insight into financial performance
• Assist in price proposals as needed
• May support contract compliance to include: supporting data calls, maintaining compliance with DCAA requirements, as well as other agency audit requirements on an ongoing basis
• Ensure proactive maintenance of contracts documentation consistent with established STS practices
• Review solicitations and contractual documents for consistency with corporate policy, pertinent regulations and customer requirements
• Verbal and written communications must be timely and of consistently high quality in content, style and clarity
• May perform other duties as assigned

Minimum Education: Bachelor’s degree from an accredited college or university, which provides substantial knowledge useful in business/project analysis.

Minimum/General Experience:
• Minimum of 4 years of progressive experience. 4 years additional experience is required if candidate does not possess a Bachelor’s degree
• Experience in the federal contracting industry required
• Must be proficient working in FFP and T&M environments
• Must have strong working knowledge with word-processing, database, spreadsheet programs and integrated software applications are required
• Excellent oral and written communication skills
• Familiarity of Cost Point and Maximo applications are highly desired
• Must be able to work in a dynamic PMO environment
