About the Position:
Initiates, implements, manages and supports environmental programs, compliance and licensing activities
Responsibilities include management and coordination/oversight of the Air Permitting Program including all air permits associated with Power Plant Operations, the Downstate and New England LNG facilities, as well as NYCDEP permits associated with Gas Operations. The position requires in depth knowledge of the air permitting process including periodic permit renewals or modifications, quarterly, semi-annual and annual reporting obligations, and stack testing requirements. The position also requires the development and implementation of compliance programs in conjunction with the various operating organizations impacted; interaction with internal personnel, regulatory agencies and members of the public; and the ability to read and understand regulations, laws and statutes. The position may include the following responsibilities:
Monitoring National Grid’s field operations and facilitate compliance with applicable local, state, federal & company requirements. Monitoring shall include understanding all environmental requirements for facilities where applicable including generation plants, LNG plants, gas transmission and distribution facilities, and operations centers. Assist in licensing and permitting of new facilities and modification or renewal of existing permits.
Evaluates the need for, develops and maintains air permits for facilities as required by federal, state and local regulations and/or National Grid’s Environmental Procedures. As appropriate, ensure that the permit requirements are disseminated to the applicable company personnel.
Maintains a high level of knowledge regarding current and proposed federal, state and local regulations and National Grid’s Environmental Procedures. Participates in the development of new Environmental Procedures and the periodic review of existing Environmental Procedures. Act as Regulatory Issue Leader within the organization.
Maintains a high level of knowledge regarding National Grid’s Environmental Management System (EMS) and participates in the implementation of the EMS including developing, implementing and tracking environmental Objectives and Targets and periodic internal and external EMS audits.
Develops close working relationships with Division Operations, Engineering, Plant and Facilities personnel, provides guidance on environmental issues and ensures National Grid’s Environmental Procedures and EMS are implemented.
The position may also require direction and/or supervision of contractors and may require extended days especially during stack testing.
Responsible for the development and submittal of routine and non-routine regulatory reports and logs as required by federal, state and local regulations including Title V submissions.
Oversees environmental facility maintenance of records required by government regulatory agencies and company Environmental Procedures such as CEMS, inspection records, permits and regulatory reports and logs.
Trains and motivates engineering and specific line of business personnel to comply with all applicable federal, state and local environmental regulations, National Grid’s Environmental Procedures and EMS.
Acts as a liaison with regulatory agencies, environmental consultants, contractors and members of the public.
Position Responsibilities for Environmental Scientist/Engineer (including but not limited to);
Regulatory reports and permit renewals must be filed within required deadlines.
Required contingency plans must be developed and maintained.
Actively participate in development of Environmental Procedures, Policies, etc.
Develop excellent rapport with field operating personnel.
Provide field support training, EMS support.
Regulatory liaison.
Environmental emergency response management.
Collaborates & communicates well with others and builds consensus around decisions impacting other organizations.
May include acting as a subject matter leader and may include resource,coordination and/ormanagement of others within thegroup including setting performance goals, performance management,
Coaching, and succession planning for the organization.
Knowledge of environmental regulations is highly desirable.
Excellent written and verbal communication skills are mandatory.
?Working knowledge of MS Excel and Access.
Projects must be reviewed on a timely basis for permitting assessments.
Knowledge & Experience Required:
Bachelor of Science Degree in Civil Engineering, Environmental Engineering, Environmental Science or related field experience.
2 + years of professional experience.
Demonstrated knowledge of applicable environmental regulations.
Demonstrated competency in environmental practice.
Good understanding of utility construction & operation practicesVery good organizational and analytical skills.
Demonstrated knowledge of applicable environmental regulations.
Ability to manage contractors.
Strong MS Excel and Access computing skills.
