The Vice President of Business Management provides both operational and programmatic support to the Mission Cyber and Intelligence Solutions Group within ManTech International Corporation. The SVPBM supervises business management and is the chief financial spokesperson for the organization. The SVPBM reports directly to the Chief Operating Officer (COO) and offers strategic leadership and direction, overseeing 85+ employees across the functions of accounting, billing, compliance, program finance, and financial planning and analysis. Duties include, but are not limited to:
•Works with the President on the strategic vision including fostering and cultivating stakeholder relationships on city, state, and national levels, as well as assisting in the development and negotiation of contracts.
•Provides the COO with an Annual Operating Plan and works with the COO to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements.
o Responsible for Public Company financial oversight and compliance with internal controls of Government Contracting Operations.
o Partnering closely with executive leadership to provide both strategic and tactical input on business investments, contract pricing and organizational alignment to optimize returns on the business
o Developing, and implementing and directing a highly competitive cost model primarily deployed for government services contracting opportunities
o Successfully and fully integrating acquisitions into ManTech’s system of record and operational culture as necessary.
o Organizing and staffing the group’s financial organization creating alignment with operating business units, clear roles and responsibilities, and set performance expectations throughout.
o Coordinating with Billing to optimize DSO performance at the most efficient level of resourcing and expenditures.
o Developing, implementing, and directing strategy in support of large bids to include new indirect cost pool modeling, evaluated price vs. price to win, and fee structures
o Working in collaboration with the enterprise to design and develop an enterprise-wide forecasting solutions using Hyperion and Cognos BI.
o Driving efficiencies in the organization through cost controls to deliver strong EBIT results
•Responsible for financial operations of Group at $800M of annual revenue
•Develops AOP budgets and forecasts.
•Provides analysis, interpretation and ability to present financial data demonstrating proactive communication of actual or potential trends and materiel events.
•Provides management and internal control of selective PeopleSoft accounting system to ensure the timeliness and accuracy of resultant reporting.
•Provides oversight of monthly revenue recognition in accordance with GAAP.
•Engages with senior executives and program staff
•Provides financial and contract advice and analysis, Risk assessment and Profit/loss analysis/impact
•Prepares revenue/labor/profit projections
•Participates in strategy for growth of the Group, working closely with Executive staff members
•Develops financial support tools designed for decision making; briefs for the Leadership Team
•Manages Group Receivables and cash flow
•Primary liaison between internal management, corporate, and external customers regarding financial matter

•BA / BS in Finance, Business or associated discipline (Master’s preferred).
•12 years + of related professional experience in defense, with experience in technical business development to major Government markets.
•8+ years management experience leading large teams across multiple financial disciplines
•Understanding of proposal development techniques for complex government RFPs
•Understanding of cost and pricing techniques in a government environment.
•Deep understanding of FAR and FAR supplements.

Security Clearance: An active Top Secret Clearance is required, with the ability to obtain an SCI, current TS/SCI highly desired.
