Oversees and manages the operational aspects of ongoing projects designing, developing, and deploying upgrades; application development; configuration management, and quality assurance. Reviews status of projects; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving. Responsibilities include developing schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual and schedule objectives are met. General Responsibilities Brings a unique blend of leadership and management skills applied in a technical context with a team of developers. Leads and manages multiple, medium to large scale infrastructure and application development projects with between 5 and 15 developers, technicians, and analysts. Steers teams towards a common technical vision, and experienced with writing and debugging code. Provide hands-on development and mentoring as necessary for other members of the development team. Accountable for the overall outcome of the program about the projects and deliverables and must monitor them all and understand how each contributes to the success of the program. Responsible for all aspects of the development and maintenance of program projects, overseeing them from initiation and planning through execution, control, and closure. Manages the day-to-day activities of the development teams and ensures that the coordination of individual team deliverables is synchronized as necessary to achieve product releases. Assists Program Director, Deputy, and Project Manager with defining project scopes and objectives. Oversees development of detailed work plans, schedules, project estimates, resource plans, and status reports. Interacts with all areas affected by the program projects including senior leadership, project stakeholders, subject matter experts, end users, customers, and computer and client service personnel.

Minimum Qualifications

Six (6) years or greater of experience in IT project management with emphasis in managing, designing, developing, deploying, and upgrading web-based enterprise applications
- Experience adhering to formal change management processes with well-defined protocols, gates, and milestones
- Bachelor?s degree in Computer Science, Information Systems, Engineering, or related technical discipline is required or a Master?s degree and 4 years? experience. Four (4) years of additional general experience may be substituted for a Bachelor's degree
- Experience with initiation and execution of all phases of the software development lifecycle (SDLC), including multifaceted systems integration testing
- Excellent communication skills (verbal, written and presentation), customer service-oriented
- Strong problem-solving skill set, and the ability to understand new technologies quickly are essential
- Possess a SECRET clearance or have the ability to get one. Must have at least an interim SECRET to begin work on the contract

Preferred Qualifications: (desired)
- Well versed in management and execution of a product versioning strategy across all teams as part of the SDLC
- Deep understanding of Department of Defense (DoD) business transformation and processes, and DoD organizational structure
- Understands complex database concepts and effectively employs different database design techniques
- Familiarity with implementation of systems based on well-defined SLAs
- 10+ years development experience, 5+ years team management experience
- Experienced in ensuring that best practices for coding, architecture, and security are employed across all teams consistently, and maintaining responsibility for quality development of internal and external applications
- Proficiency in managing timelines and resources (internal and external) within the HRC's SDLC
