Position Description and Location

Watermark is seeking highly qualified candidates to provide instructional support and course maintenance services for the DSS, Center for the Development of Security Excellence (CDSE), located in Linthicum, MD. Watermark will be supporting the CDSE Training Division in the area of Internal Industrial Security (Industrial Security Representative Training) and External Industrial Security (Facility Security Officers and other Government representatives in support of Industrial Security) topics provided by CDSE.

Position Performance Objectives

• Shall provide course maintenance and review of assigned CDSE products as a course manager using approved processes by CDSE
• Shall serve as a subject matter expert in support of Beta Test, and response to student and customer inquiries
• Shall prepare, manage and deliver training via multiple distance and traditional learning platforms

Candidate Experience and Qualifications

Secret Security clearance is required.
• 5 years of experience as an Industrial Security Specialist or Facility Security Officer for Defense Contractors
• 5 years or more as an Instructional System Designer or Curriculum Developer, or the equivalent of an Associate degree in Instructional System Design or Curriculum Development.
• Must be familiar with traditional classroom and distance learning delivery method.
Special Qualifications: Obtain and maintain Basic Instructor Certification in accordance with DSS CDSE Instructor Certification Manual (April 2015).


Instructional Support: This requirement is to provide instructor support in accordance with CDSE guidelines. The successful candidate shall learn CDSE Industrial Security Training courses and instruct, prepare classroom, perform administrative support, manage classes and student accounts, perform course maintenance and content management for various CDSE training products, and demonstrate to students a mastery of knowledge, skills, and training ability for the CDSE Industrial Security courses and schedule


• Teach Industrial security courses, to include basic and advanced Industrial Security for external and internal DSS audiences in accordance with the CDSE course schedule.
• Teach Industrial Security related topics (i.e. contracting, acquisition etc.) as part of the fundamentals of security under the core security disciplines.
• Assist with the instructional delivery of basic and advanced Industrial Security courses for DSS and Industry in accordance with the CDSE course schedule.
• Provide classroom support and preparation.
• Provide services as traditional classroom and virtual instructor-led instructor.
• Serve as a Subject Matter Expert (SME) in response to student and customer inquiries with respect to Industrial Security.
• Provide SME support for Training Needs Analysis and for Beta testing of new products.
Course Management Duties: Perform routine day-to-day course maintenance services on Instructor-led and eLearning course associated with Internal and external Industrial Security.
• Provide direct support services to Curriculum Manager in the design and development of curriculum, training materials, and performance support tools.
• Provide assistance services to the Curriculum Manager in all phases of the ADDIE (Analyze, Design, Develop, Implement and Evaluate) process, to include file management, and extensive course review from cradle to grave.
• Review training material/deliverables and provide recommendations on the accuracy of contents of instructor-led and eLearning (i.e. storyboards, instructor guides, participant guides, design plans, and other related material).
• Perform annual review of assigned CDSE courses and products.
• Review government materials and policies to sustain accurate and relevant Industrial Security course material.
