Role Context:

Emergency Services Mobile Communications Programme (ESMCP) is a cross departmental, multi-agency programme based within the Home Office which is:

delivering critical mobile voice and broadband data communications services to the 3 Emergency Services (3ES) and other public safety bodies from 2017

ensuring a smooth operating and commercial transition between current and future communications services for the 3ES and other user organisations

The Programme has representation from the 3ES at both operational and departmental levels, HMT, CO and Welsh and Scottish Governments.

ESMCP has recently signed contracts with major suppliers to deliver the new Emergency Services Network (ESN). The Programme is now working with these suppliers to mobilise the new ESN in readiness for the start of live operation in September 2017. The Deputy Project Managers will support the Mobilisation Project Managers by owning and leading elements of mobilisation including managing elements of the project, working with the suppliers and coordinating Programme delivery.

ESMCP is divided into main lots for the new Emergency Services Network (ESN) and a series of Related Projects that will enable users to transition to the new ESN. The main lots are

ESMCP is divided into main procurement lots for the new Emergency Services Network (ESN) and a series of Related Projects that will enable users to transition to the new ESN. The main lots are:

Lot 1 - Delivery Partner; KBR (with partners and associates)

A Delivery Partner to oversee build-out of the new network; programme manage transition; provide cross-Lot integration; training support services; vehicle installation design and assurance, and delivery support.

Lot 2 - User Services; Motorola

A service provider for end-to-end systems integration; public safety functionality; account management; network and IT infrastructure; technical interfaces to all other lots and services user device management; application hosting; customer support; and service management

Lot 3 - Mobile Services; Everything Everywhere (EE)

A mobile network operator to provide an enhanced radio access service with highly available full national coverage; and technical interface to Lot 2

The Mobilisation Project is responsible for overseeing the User Services and Mobile Services suppliers as they develop and deliver an operational ESN in readiness for the start of transition in September 2017. Mobilisation is also responsible for overseeing the delivery of ESMCP functions as they enable and assure the suppliers? delivery of the ESN.

As Deputy Project Manager, you will own and lead elements of the Mobilisation Project and be responsible to the Project Manager and Portfolio Lead for ensuring their successful delivery in this fast paced, challenging and innovative environment. You will be an experienced in project management techniques and be able to apply them to effectively managing risks, issues and dependencies, analysing data and developing options and working effectively with major suppliers, technical and commercial experts and operational organisations.

You will be assigned to support either User Services or Mobile Services, but you will need to understand and support the other work stream. You will be accountable for your own work and have responsibility for the following:

Leadership of specific elements of the Mobilisation Project to be set by the Project Managers

Manage on a day-to-day basis project plans, documentary deliverables, risks, issues, dependencies and assumptions

Proactively monitor your deliverables, and the performance of suppliers and partners and develop options for dealing with emerging challenges collaborating with stakeholders as appropriate

Support or lead the design and facilitation of project meetings, boards and workshops ? manage inputs and outputs of these sessions

Manage the Mobilisation risk, issue, dependency, assumption and decision logs

Provide detailed input in the project?s and programme?s reporting processes and governance

Represent the Project Manager on governance bodies as required

Line manage the project?s HEO project support


Key Experiences & Qualifications Required:


Demonstrable experience of delivering in a complex project environment and owning the successful delivery of project elements / work streams

Ability to build effective working level relationships in complex stakeholder and multi-vendor environments to enable delivery

Effective management of project risks, issues, dependencies and assumptions

Proven track record of responding to challenges by analysing data and developing and implementing solution options in partnership with stakeholders

Demonstrable resilience and ability to respond to change positively in an uncertain and often pressurised environments
