Business Analyst - Acquisition and Engineering (Job Number:422726)


- Serve as primary customer interface and advocate, affording cross- functional technical and relationship management to ensure mission success while maximizing service adoption
- Perform as key Technical Advisor/SME for mission architecture and needs/products required to provision and integrate services
- Collect and Process Customer IT Needs
- Proactively perform as organized and dedicated change agent, core to ensuring quality assurance while assisting the culture shift toward the government leadership vision
- Represent current system acquisition office(s) challenges and opportunities as SME liaison for multiple Program and Acquisition Offices
- Engage, capture, refine and map customer need to infrastructure and related services for Industry Partners
- Draft and refine government approved architecture and strategic plans, roadmap artifacts, and other technical documents as an ongoing process associated with the organizations’ goals and directives
- Develop, represent, coordinate and manage Service Bundle Agreements (SBAs)
- Develop, represent, coordinate and manage Service Level Agreements (SLAs)
- Establish trust-relationships as well as build and lead highly functioning, multi- faceted and “joint” teams
- Operate proactively with ability to lead and execute engagements without direct government leadership participation
- Conduct analysis and evaluations- making recommendations and providing professional advice and assistance to include preparing criteria and analytical aids, briefings, reports and presentations
- Effectively perform in a team environment- with strong verbal and writing skills; efficient in interaction with senior government and contractor leads as well as working level components Requirements


- At least 5 years of systems engineering and technical advisor experience
- Bachelor’s degree in a technical discipline
- Ability to work proactively, independently and as a member or leader of a highly effective technical team while developing approaches to solutions
- Skilled at and comfortable working in high-tempo environment, able to be flexible and to adjust to dynamic political, technical and/or fiscal challenges
- Possess Program Management experience with thorough knowledge of industry best practices—demonstrated program/project planning, scheduling and execution (related tools suite expertise necessary)
- Possess expert knowledge of multiple customer Program and Acquisition Offices
- Must be an expert communicator
- Must possess a TS/SCI with polygraph

- Direct recent NRO and IC work experience
- Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs
- Experience with Policy, Procedure development and/or Management
- Knowledge of IC budgetary principles and procedures
- Capable of providing recommendations and expert advice on planning, organizational development, and technical, programmatic issues
- Experience defining, proposing, coordinating, implementing, assessing and improving processes and methodologies, etc.
- Experience planning, executing and managing multiple projects, programs and tasks concurrently
