Position Description
CGI Federal is looking for a Senior Program Planning and Control Analyst who will support analyses for program staff disciplines, such as: business operations, human resources, publications and graphics, quality assurance, technical editing, and program administration. Responsibilities include: personnel functions, labor and cost reporting, document editing, process quality control, and pricing. Your future duties and responsibilities
Works with project teams to support all aspects of project planning and execution activities with particular emphasis on defining and providing management reporting for schedule, effort, and quality metrics.
Develops plans including budgets and schedules to meet contractual/project requirements for an assigned portion of a program.
Conducts program plan studies.
Participates in establishing and defining program plan requirements.
Coordinates interdepartmental development of program plans and interfaces with vendors and customers as required.
Monitors and reports performance against plans to verify that contractual, cost, and schedule objectives are met.
This role may be client-facing.
Required qualifications to be successful in this role
Master?s Degree is Required
3 to 6 years advanced experience as an overall business operations manager with workflow and advisory responsibility for all contractual, business, and financial issues and compliance with respect to laws and regulations.
Must be able to work independently and is responsible for the Business Operations office under the Program Director.
A thorough knowledge of government contracting provisions and constraints is required, along with superior oral and written communications skills to clearly and effectively convey issues, reports, and other deliverables to SSA counterparts.
Setting up and running a business support operation for a large program, including staffing operations to perform key functions of contract management, financial management, human resource functions, and task order response support teams.
Supporting quality assurance functions for entire program.
Submitting and supporting workflow of key report deliverables including working closely with technical staff and Business Operations staff to author, edit, publish, and retain documents. Must use CGI TMCS system and provide training to SSA staff.
Working with Program Director, Government COTRs, and other agency officials to smoothly conduct business necessary to manage and be compliant with contractual, business, and financial requirements.
Providing Human Resource functions, hiring, clearances, labor, and cost reporting.
Managing financial controls, deliverable work flow management, process quality control, and pricing in accordance with CGI and SSA requirements.
Completing and overseeing all financial management, contract, subcontract, procurement, quality control, and human resource and administrative activities related to the contract.
Providing guidance and direction across components and acting in a consulting and/or advisory capacity to the Program Director and Program Managers. Also able to articulate issues quickly and efficiently to government COTRs and COs.
Understanding and performing complex evaluations of existing procedures, processes, techniques, models, and/or systems in order to resolve contractual issues and increase program efficiency. Must be able to create efficient workflows to enable expeditious resolution of possible bottlenecks.
Coordinating contractual task order changes, including proposal pricing, scheduling, and budgeting.
Submitting and documenting invoices with supporting documentation in accordance with CGI and government requirements.
Overseeing the development of effective and well-supported presentations in order to understand and resolve issues.
Ensuring that artifacts of work (e.g., task orders, work assignments, work breakdown structures, and necessary levels of associated reporting) are developed and maintained for each contract year.Desired Certifications:
Certified Business Operations Professional (CBOP), Information Technology Infrastructure Library (ITIL), Accredited Management Consultant (AMA), Project Management Professional (PMP), Certified Business Manager (CBM), Certified International Project manager (CIPM), Certified Management Consultant (CMC), Certified Manager (CM), Certified MBA (CMBA), Certified in Management (CIM), Certified Federal Contracts Manager (CFCM), Master Certified Knowledge Management Professional (MKMP), Master Project Manager (MPM), Master Management Consultant (MMC), Professional Manager (P.Mgr), or Stanford Certified Project Manager (SCPM) or other educational institutions specific certifications.
