ManTech is seeking a motivated, career and customer oriented Personnel Tracking and Locator (PTL) Integrated Broadcast Service (IBS) Subject Matter Expert (SME) to join our team to provide unparalleled support to our customer. The PTL IBS SME will provide technical support to a new contract.
Responsibilities include, but are not limited to:
This position will be responsible for providing advisory support, including all aspects of PTL systems, architectures and SA viewers. Provide technical assessment of capabilities and concepts of DOS objectives and user requirements. Contractor shall evaluate systems in test environments as well as in operational environments. Support shall require on site discussions and mission observations in environments that require eligibility for access to TOP SECRET (TS) and TS-Sensitive, Compartmented Information (SCI). Work with PTL leadership, project partners, vendors, and end users throughout the development and testing process to ensure that systems transitioned to operations meet user needs.
Assist the PTL team with hardware update services and subsequent integration in user defined C2 systems.
Support PTL IBS testing efforts in RF-interference venues at a government facility. The contractor shall develop test plans and test reports related to PTL testing. Perform PTL IBS system support, including developing training materials, and develop checklists, procedures, and guides to meet operational requirements.Participate in engineering and requirements management. As part of this effort, the contractor will provide subject matter expertise in support of government-led programmatic and engineering efforts, including the following, as required: Integrated Product Team (IPT) participation; working group participation, and specific user group meetings related to PTL hardware support, IBS-CIB integration, and C2 systems. Some of these meetings will require eligibility for access to TS/TS SCI.
Create, review, verify, update, or revise technical documentation for PTL?s IBS related systems, including written recommendations, reports and technical guides. Work with other agencies as directed by the PTL PM, to ensure that DOS and its partners benefit from synergies and economies of scale.
Attend conferences and working groups as directed by PTL leadership. The company Facility Security Officer (FSO) shall send visit requests for meetings and events at other government or contractor facilities requiring eligibility for access to TS information and below. For attendance at meetings and events requiring eligibility for access to TS/SCI, the contracting officer?s representative/government technical manager (COR/GTM) will sponsor the contractor employee and request that the DS/IS/SSO pass the contractor employee?s eligibility to the host of the meeting or event.
PTL testing efforts at a government facility Test Range may require one trip every three months of approximately one-week per trip. Deliverables will include detailed documentation of IBS-CIB performance in an ever-changing electronic counter-measures environment.
Assist the PTL Program Manager with creation of Data Owner Guidance, Data Classification Documentation, and other critical TS-SCI level technical data handling in Support of liaisons with the NSA (National Security Agency) and Intelligence Community in order to facilitate ongoing use of the IBS and CIB broadcast for tracking operations. Visit PTL IBS-CIB sites in State Department posts utilizing IBS systems. Anticipate three or four TDY trips during the period of performance.
Must possess a minimum of: 5-10 years of operational experience with the IBS; 1-2 years of operational experience with CIB; 5-10 years of operational experience using TRS software (version 3.80 or more recent release); and, 2-5 years of operational experience using USB ENTR V2 receiver. Must possess knowledge of Integrated Waveform (IW) and CIB characteristics (IOS) as well as detailed understanding of IW Order Wire and CIB bandwidth assignment process. Must be able to demonstrate experience/proficiency in setting-up basic USB ENTR V2 system configuration as described in USB ENTR V2 System Operators Manual (SOM). Must be skilled with loading COMSEC key via SKL or RASKL device. Must be skilled with directional antenna calibration to optimize UHF SATCOM signal reception/gain. Must be able to demonstrate experience/proficiency in basic UHF SATCOM receiver troubleshooting skills. Must be skilled with installation and/or replacement of various cable connector types using solder and weather shielding shrink wrap. Demonstrated experience in operating both a signal generator and a spectrum analyzer for use in troubleshooting entire UHF receiver system, to include input/output signal strength measurements of individual components and cables, from antenna to USB ENTR receiver is preferred. Experience with fiber optics and conversion/transition from copper cable to single or multi-mode fiber optic cable is preferred. Must demonstrate ability to craft Requirements documentation and data owner guidance documentation EA coordination, and technology roadmap of PTL?s use of IBS hardware, architectures and command and control (C2) systems. Must demonstrate history of interagency liaison with IBS Executive Agent across all levels at the NSA. Must demonstrate ability to connect with and track down all levels of IBS support necessary to identify causality of and rectify IBS outages. Must demonstrate ability to provide subject matter expertise to advise all levels of the IBS enterprise in the areas of IBS COCOM Information Management Element (IME) policies, procedures and processes, Integrated Waveform (IW), UHF SATCOM, and the CIB.
May be required to deploy and must be worldwide deployable. OCONUS travel may include critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination. Must be able to obtain Department of State Class 1 Medical Clearance.Must have a valid US Passport.
Must possess an active Top Secret security clearance with immediate eligibility to be granted access to sensitive compartmented information.
