Program Analyst (Job Number:428576)


Lead Risk and Issues Management in programs in support of the Space and Missile Systems Center (SMC) MILSATCOM (MC) Directorate Systems Engineering and Integration (SE&I) contract. Key Activities may include the following: Manage the Risk and Issues Management Plans for MC programs Implement associated improvements Facilitate a Government approved risk management process. Track risk mitigation milestones in the IMS for system, subsystem/segment, and key project risks. Conduct Risk Management Working Groups and Boards. Present status and metrics of risks and the risk process at the risk boards and Program Management Reviews. Facilitate and contribute to an MC Risk Management Process; recommend retirement of risks when warranted; track watch items; assess and present candidate risks to the Risk Management Board. Assess Segment/Subsystem Project risks for elevation to the System level. Assess issues, risks, and discrepancies related to achievement of obtaining Program operational capabilities within required cost, schedule, performance, and risk; recommend solutions, mitigation, alternatives, or corrective actions through the risk and opportunity management process. Coordinate with development contractor risk processes and assess performance of development contractors? risk and opportunity management processes. Assess changes in schedule and funding profile and recommend new or updated Program or contractor risks.

Required Skills:

- BS degree in engineering or a related scientific or technical discipline Strong collaborative ability to work with a small team of skilled engineers Strong interpersonal skills, communication (oral and written), and presentation skills Capable in Microsoft Office products (Word, Excel, PowerPoint) Proficient in Risk and Issues Management process
- 3+years? experience with risk analysis, tracking, and mitigation

Preferred Experience:

- 4+ years? experience in systems engineering 2+ years? experience with military space systems and protected MILSATCOM systems
- 2+ years? experience with ground systems, such as terminals and networks Master?s Degree in engineering or a related scientific or technical discipline Capable in ARM
- Professional certifications (INCOSE, CISSP, IEEE)
