Lockheed Martin is looking for a Program Manager to serve as the Contractor?s Program manager and be the Contractor?s authorized interface with the Government Contracting Officer (CO), the Contracting Officer?s Representative (COR) and Government personnel. Has responsibility and accountability for the performance of the entire contractor staff (including subcontractors). Assigns appropriately skilled and trained personnel, establishes work schedules, and reviews work discrepancies. Supervises contractor personnel, and communicates policies, purposes, and goals of the organization to subordinates. Formulates and enforces work standards. Performs quality control; ensures contractor performance meets established performance standards. Coordinates all project administrative matters with the COR.
Education: A Master?s Degree in Business, Management, Computer Science, Information Systems, Telecommunications, or other related management or technical discipline. Four (4) additional years of general experience (as defined below) may be substituted for the Master?s degree.
15 years of experience with increasing responsibilities in IT or cyber security Program management.
Eight (8) years of experience in managing cyber security or information assurance support programs of similar size, complexity and scope. Demonstrated ability to provide guidance and direction in identified Tasks areas.
Demonstrated experience in the management of funds and resources and in managing large complex task order contracts. Demonstrated knowledge of planning processes/tools and their implementation on programs from a planning perspective.
Certification Required: Project Management Professional (PMP)
Ability to effectively communicate and have executive presence skills to present to line of Business and Senior Management.
Department of State experience
Desired certification: CISSP
Demonstrated Full spectrum leadership (FSL) with previous L-coded manager experience
Leadership competencies and experience that include the ability to organize and integrate high performance teams, and inspire and motivate employees to perform productively in a team environment
A proven change agent that can work across functional and organizational boundaries to deliver key results
Ability to understand and interpret customers needs and requirements
Excellent communication and relationship building skills with an ability to negotiate and work with a variety of internal and external stakeholders
