Essential Job Functions:
The main purpose of this position is to plan, coordinate, supervise, train, evaluate the work of the clerical staff, and participate in the hiring process. Assess problems, issues, conflicts and resolve accordingly. Participate in research, review of MD rule changes, any change in laws and appellate decisions. Provide customer service by assisting customers, attorneys, and court related agencies regarding questions/procedures in person and by telephone, in a professional manner adhering to office guidelines and policies.
Plans, supervises, coordinates, and evaluates the work of subordinate clerical and support staff. Participates in the hiring process and makes recommendations. Counsels, disciplines and evaluates subordinate staff. Supervises the entry of information into data management systems, retrieves information, and prepares a variety of management reports. Recommends modifications to procedures to improve processing time, accuracy, and efficiency. Identifies and adapts rapidly to departmental needs and to reallocate staff and resources to meet work requirements. Trains staff on court procedures and practices, automated systems, filing and office equipment.
Oversees and performs a variety of clerical functions, such as entering case data into automated systems, filing case related documents, initiating new cases with the issuance of summons, subpoenas, warrants, etc., processing courtroom work, processing incoming mail by entering information in computer, and determining necessary action. Preparing courtroom clerk schedule for court.
Performs the work of a Courtroom Clerk, as needed, to assist judges and magistrates; records proceedings of court activities; prepares necessary forms/paperwork; enters case dispositions, judgments, postponements, fines, and costs awarded by the Judge in the court?s management system.
Provides customer service for the courts by assisting customers with general information, directing parties to the appropriate office when necessary. Communicates clearly, tactfully, and effectively with the public, other government agencies, staff, other court personnel, both verbally and in writing. Resolves conflicts with the public, agency personnel or staff when needed.
Reviews/verifies daily register summary from accounting program, completes final report and voids receipts.
Other duties as assigned.
Minimum Qualifications:
Education: High school diploma (or GED equivalent).
Experience: Three (3) years of work experience in court operations in a trial or appellate court in the United States, or in the fields of criminal justice, parole and probation, or legal or financial services, to include two (2) years of the aforementioned court experience.
Note:
A Bachelor?s Degree may substitute two (2) years of non-court work experience.
A Paralegal/Associates Degree or 60 college credits may substitute two (2) years of non-court work experience.
A Paralegal Certificate may substitute one (1) year of non-court work experience.
Knowledge of:
General office practices, procedures, and equipment.
Maryland court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit(s).
Customer service etiquette.
Job related terminology, codes, comments, notations, orders, policies, procedures, rules, regulations, and laws.
Skill in:
Basic English and math, to include, but not be limited to, grammar, spelling, punctuation, addition, subtraction, multiplication, and division.
Customer service and handling problems tactfully and patiently.
Analyzing records, reports, and other business documents and noting details and facts pertinent to the assignment.
Usage of standard office equipment and products, computer equipment, and computer applications.
Communicating information effectively, both orally and in writing.
Applying job-related terminology, codes, policies, procedures, rules, regulations, and laws.
Accuracy and attention to detail.
Ability to:
Assign, organize, coordinate, and evaluate the work of staff.

Use standard office and business equipment and products including, but not limited to, personal computers, word processing programs, spreadsheets, database software, copier, microfilm machine, cash register, scanner, fax machine, etc.
Recommend modifications to improve procedures and practices.
Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
