Responsibilities
Prioritize utilization of Government terrestrial and Military Satellite Communication (MILSATCOM) carriers (e.g., Defense Information Systems Agency (DISA)-provided private line services) for communications (underlays) and utilize other Government communications services in accordance with applicable guides (e.g., DISA IE Directorate Telecommunications
Service Guide, DISA Security Technical Implementation Guides (STIGs) (Reference Table 4-2: Government Reference Documents).
Contract with US and foreign commercial carriers to acquire and maintain comm lines and implement the utilization of Government-directed Commercial Satellite Communication (COMSATCOM) and other wireless media (e.g., base/local 5G network).
Identify at least two comm line providers for each commercial procurement (when Government-provided services cannot satisfy meshONE-T requirements) and include the rationale for selecting each provider; the Contractor shall notify the Government if a second provider is not viable, or if the process of securing provider quotes negatively impacts schedule.
Ensure that any commercial carrier contracts can be transferred to the Government or Government-directed contractor.
Evaluate the ability of meshONE-T's existing network topology to support new MPs and services prior to pursuing the addition of new underlay comm lines.
Provide the Government the total commercial communications cost for each procurement (including all transference costs) for each commercial comm line to the Government and receive approval from the Government prior to entering into a contract with Commercial communications providers. Costs shall be included as part of PMRs.
Avoid entering into a contract with Commercial communications providers for longer than 12 months without presenting analysis and justification for a longer-term contract and receiving Government approval.
Develop a system design, composed from the Service Strategy, to satisfy requirements in the meshONE-T System Requirements Document (SRD) and mission partner performance requirements.
Track and report total MP requirement capacity margin data (e.g., bandwidth and throughput utilized versus total system capacity available) and include the details as part of PMRs.
Track, and report service metrics associated with MP SSAs and provide a monthly summary level report to each respective MP via the Mission Partner Portal.
Plan and conduct Formal Qualification Tests (FQT) using the Contractor test network.
Plan and conduct System Verification Tests (SVT) at selected Government installation(s) utilizing the operational network, in accordance with the Government-approved VCRM.
Deliver a Test Report after each contractor-led FQT and SVT events.
Provide Subject Matter Experts (SME) to help analyze Government-led test data.
