Job Description

Annual salary range: $48,636-$60,000

It is not typical for an individual to be hired at or near the top of the range for their role. Actual placement within range will be contingent upon a number of factors, including but not limited to the candidate's qualifications, education, experience, internal equity and alignment with market data.

JOB SUMMARY

The Foster Care Recruiter will be responsible for developing and implementing the contractor's annual recruitment and retention plan. This position will also be responsible for provide pre-licensing training to prospective foster and adoptive parents. The recruiter shall work closely with DCF and partner agencies to gain a full understanding of the social-emotional and permanency needs of the children and birth families who are to be served in TFC. An emphasis on the recruitment of parents to care for youth ages 6 to 17 should be of significant priority.

KEY RESPONSIBILITIES

  1. Conceptualizes and oversees recruiting strategies to reach new targets and achieve bottom line.
  2. Manages and responds to all foster care inquiries in a timely fashion.
  3. Engages the community in public education about Functional Family Therapy Foster Care and Therapeutic Foster Care. Plans and executes open houses, informational sessions, etc.
  4. Develops relationships with partner agencies and community partners to include local, grassroots, faith-based groups, and current foster care collaboratives.
  5. Cultivates and maintains relationships with a variety of community organizations, groups, and entities (e.g., businesses, civic groups, hospitals, college/universities) to aid with the recruitment of a sufficient number of qualified and licensed homes to achieve the minimum annual contract capacity.
  6. Supports marketing activities to include media advertisement, literature development and distribution, website management, etc.
  7. Engages current foster families as key players in the recruitment of new families.
  8. Collects, monitors, and maintains agency specific data pertaining to recruitment.
  9. Engages in regular research of current data on successful recruitment techniques and trends within targeted communities.
  10. Evaluates appropriateness of inquiries for therapeutic foster care and refers candidates to DCF when appropriate.
  11. Develops and implements a written child-specific recruitment plan, with monthly updates provided to the CPS team, for each child in the FFT FC program who does not have a permanency resource.
  12. Ensures cultural, linguistic, racial and ethnic diversity in recruited families to mirror the identity of the children served.
  13. Participates in multidisciplinary team meetings with both birth and foster families.
  14. Actively recruits permanent resources for assigned children including individuals connected to the child, biological relatives, families seeking to adopt, and any other resources that may lead to permanency for the child.
  15. Facilitates public relations efforts to recruit and match potential families and children;
  16. inclusive of the contractor’s existing network of licensed families.
  17. Monitors successful recruitment efforts as well as stays up to date on recruitment campaigns locally and nationally, including Wendy's Wonderful Kids.
  18. Provides pre- and post-licensing training to prospective foster and adoptive parents.
  19. Develops and implements the contractor's annual recruitment and retention plan, ensures recruitment and retention goals are met, and conducts all required licensing and reapproval processes for new and existing families.
  20. Develops an annual agency retention plan using available data regarding trends and population specific needs.
  21. Collaborates on retention plan for the local service area using available data regarding trends and population specific needs to inform this plan.

Experience and Skills

EDUCATION

  • Bachelor’s degree preferred. Minimum of High School diploma required.

EXPERIENCE

  • 5 years’ experience in human services.
  • Must have a foster care recruitment background and have a strong knowledge of the local community in which they will be recruiting.
  • Excellent oral and written skills and ability to communicate comfortably with a diverse population.
  • Organized and able to work independently with minimal supervision.
  • Proficient with word processing and spreadsheet applications. Possess solid general computer skills, including ability to work in a Windows environment.
  • Cultural competency to serve targeted populations.
  • Bilingual/bicultural skills preferred.
  • Comfortable presenting information to larger groups.
  • The ability to be flexible and multi-task.
  • Demonstrated networking and relationship-building skills.
  • Is goal-oriented and KPI-minded.
  • The ability to physically perform the essential functions of the above position with or without reasonable accommodations
