Essential Job Functions:
This is an entry-level clerical position performing case processing duties and responsibilities daily which entails a high volume of data entry work for the Baltimore County Circuit Court. The Judiciary Clerk is responsible for processing and maintaining Family Law case files by typing docket information, reviewing, and entering pleadings and orders, preparing summonses and writs, and indexing new cases and judgments. Assisting the public and attorneys by providing information about the status of cases or Clerk?s Office procedures both at the counter and by telephone. Performing cashier tasks related to filing and Court fees in Family Law cases.
Essential Duties and Responsibilities:
Check-in and process new cases, pleadings and orders signed by Judges; e-serve and/or mail copies of signed orders.
Open and sort mail.
Scan documents into an electronic filing system.
Issue and submit publications to local newspapers.
Issue summonses and writs.
Process monetary judgments and issue writs of garnishments and executions on them.
Submit orders to Judges at appropriate time.
Forward copies of Name Change Petitions to the Police Department?s Intelligence Unit.
Issue Body Attachments.
Complete appropriate sections of Report of Absolute Divorce or Annulment of Marriage and submit to the Maryland State Department of Health and Mental Hygiene.
Issue bills for attorneys and litigants for open costs.
Process Modifications and Contempts as post-judgment activities.
Process Family Magistrates? Reports and conclude calendar events.
Review documents and seal items as necessary.
Task cases to necessary divisions.
Calculate appropriate filing and court-related fees and process payments received.
Perform Cashier duties, posting checks and cash to appropriate accounts.
Assist attorneys and Self-Represented Litigants in filings, understand Court procedures, and provide information regarding Court fees.
Process bails in Family Law matters.
Answer telephone calls and assist the public accordingly.
Assist the public and attorneys with Chambers Judge matters.
Direct customers to other related counties and/or state agencies who could further assist them.
Check open Court costs for customers.
Mail requested information to public.
Double-check work received at window before accepting for filing.
Direct Self-Represented Litigants to Judiciary website to obtain needed Self-Represented Litigant forms and instructions.
Minimum Qualifications:
Education:
High school diploma (or GED equivalent).
Experience:
One (1) year of work experience, preferably in court operations, or in the fields of criminal justice, parole and probation, legal or financial services.
Note:
A Bachelor?s Degree may substitute the required work experience.
A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience.
Knowledge, Skills, and Abilities:
Knowledge of:
General office practices, procedures, and equipment.
Standard legal forms and documents used in the Judiciary.
Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.
Reading and applying job-related terminology, codes, policies, procedures, rules, regulations, and laws as required to exercise judgment in their interpretation and application.
Defining problems, collecting, and recording data, establishing facts, drawing valid conclusions, applying common sense understanding and making decisions based on knowledge and experience to solve problems in accordance with established policies and procedures.
Researching and locating records including differentiating colors used in office filing systems and comprehending and performing numeric sorting and placement of up to 13 alphanumeric characters.
Skill in:
Typing on a personal computer.
Accuracy and attention to detail.
Basic math including the ability to count money, make change and operate a computerized cash register.
Ability to:
Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.
Communicate verbally and in writing utilizing proper grammar, punctuation, and spelling in an effective, patient, and tactful manner with internal and external customers, including co-workers.
Listen to verbal instructions and/or review written instructions to fulfill requests and complete various tasks.
Articulate directions, instructions and information in a group or a one-on-one setting to attorneys, Defendants, Judges, Court staff and other Court agencies using proper word tense and annotation.
Multi-task by organizing, setting priorities, focusing, and concentrating to simultaneously process work and responsibilities error-free within considerable time constraints and in an environment with continuous interruptions; make corrections as needed.
Read and interpret comments, notations, and orders, record essential information, and initiate appropriate course of action.
Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
