Job Summary:
The Senior Payroll Officer plays a critical role in the Payroll Department of Human Resources, overseeing payroll adjustments and all Nonresident Alien (NRA) transactions for the university. This position ensures accuracy and compliance across all departments and impacts all university employees at various points. While not responsible for budgetary decisions, the role involves making entries related to position control and encumbrances.

Key Responsibilities:

  • Process all payroll adjustments and NRA-related transactions.
  • Ensure full compliance with NRA tax regulations, including timely tax deposits and issuance of 1042 forms.
  • Maintain university compliance with federal, state, and local laws and regulations, including the Affordable Care Act, CMS benefits administration, and SURS requirements.
  • Collaborate with internal and external auditors to support best practices in payroll and HR operations.
  • Monitor and enhance internal control systems to prevent fraud and reduce waste of payroll and benefit funds.
  • Identify and recommend changes within the Office of Human Resources and across the University to mitigate potential compliance risks and liabilities.


Minimum Acceptable Qualifications

  1. Bachelor's degree in Accountancy, Business Administration, Economics, Finance, or a closely related field and two years of professional-level accounting experience
    OR
    Master's degree in Accounting or current registration as a Certified Public Accountant (CPA)
  2. Minimum of 2 years of audit experience (may be concurrent with accounting experience)
  3. Minimum of 1 year of experience auditing or working on payroll taxation (may be concurrent with above experience)
Preferred Minimum Qualifications
  • 1 year of progressive payroll experience including supervision
    OR
    3 years of experience processing payroll for an organization with multiple large-volume payrolls (at least 2,000 employees), including Nonresident Alien (NRA) payroll considerations
Required Knowledge and Skills
  • Strong knowledge of federal and state laws related to payroll and taxation
  • Ability to effectively search and interpret IRS code using online resources
