Essential Job Functions:
This is a clerical position performing accounting functions in court operations. The Fiscal Clerk maintains the financial records for traffic deferred payments (both new accounts and posting of payments). Maintains the financial record for written and billed transcripts. Balances both accounts and gives an end of the month reporting. Fiscal Clerks are also responsible for reviewing and verifying the work of cashiers and for recording, processing, maintaining, and reconciling financial transactions to include, but not limited to, deferred payments, bond forfeitures, bad checks, revenue refunds, and CD or transcript requests.
Enter all new Mats deferred payment plans from the courtroom. This is done on a daily basis. These deferred plans are entered in both Fox-Pro and an excel spreadsheet. At times this will require the clerk to locate the defendant summary to make the entry.
Enter all Traffic Installment plans that have been approved by the Traffic Supervisor. These plans are entered in both Fox pro and an Excel Spreadsheet.
Post all payments that have been processed through the RCS systems. These payments are given to the clerk from the accounting revenue clerk. These payments are posted in both Fox-Pro and an Excel spreadsheet.
Maintain the transcript written and billed account. These DCA27s are entered in excel and a manual card is created for them. (These require to be billed to the public defender and state attorney office.) Also, all payments are billing are maintained on this account for the public.
Report to the different sections on the status of the DCA27.
Prepare the end of the month reports for both DCA27's and MATS deferred accounts. End of Month balances are sent to DBF and given to the accounting supervisor for review.
Minimum Qualifications:
Education: High school diploma (or GED equivalent).
Experience: Two (2) years of fiscal or accounting work experience.
Note:
A Bachelor?s Degree may substitute the required work experience.
A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute one (1) year of required work experience.
Knowledge of:
Generally Accepted Accounting Principles (GAAP) or Governmental Accounting and Financial Reporting Standards (GASB).
Principles and practices of bookkeeping and accounting in order to review, verify, record, adjust, and balance financial transactions.
Office equipment including, but not limited to, computers, telephones, copiers, scanners, fax machines, etc
Skill in:
Managing priorities to meet critical deadlines while multitasking.
Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.
Accuracy and attention to detail.
Analyzing records, reports, and other business and financial documents and noting details and facts pertinent to the audit assignment.
Organization and time management.
The use of Microsoft Office products to include, but not limited to, Excel, Word, PowerPoint, Outlook, etc.
Ability to:
Acquire knowledge of Maryland Judiciary procedures, rules, practices, regulations, and jurisdictional courts.
Learn and apply job-related terminology, policies, procedures, regulations, and laws to define problems, collect data, establish facts, record data, appropriately complete forms, and provide information to customers.
Perform a full range of basic accounting procedures.
Interpret, apply, and follow a variety of written or verbal instructions.
Establish and maintain effective working relationships with other employees, superiors, and/or the public.
Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.
Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Equipment, Machinery and Tools:
Computer, jet laser printer, certified mailers, copy mailers, copy machine, telephone, and fax machine.
Software and Computer Skills:
FoxPro, MDEC, Excel, Word, and Outlook
