Description

Job Summary:

The Scheduler II is responsible for the development, management and analysis of Integrated Master Schedules (IMS) for product development and production projects. The qualified candidate is responsible for supporting the execution of DoD funded programs which may require Resourced Loaded scheduling, development of Quantifiable Backup Data (QBD), utilizing Earned Value Analysis, executing Schedule Analysis, and performing Schedule Risk Assessments (SRA) in formats required for external and internal reporting. The candidate will interface with the Integrated Project Team (IPT) which includes Operations, Program Management, Engineering, Supply Chain, Product Assurance & Test and Product Support. The candidate will ensure the IMS Progress and Forecast are received and integrated based on the timeline required by the Contract. The Scheduler II will utilize a variety of Schedule Analysis tools and reports including Gantt charts, Critical/Driver Path Analysis, Baseline Compliance variances, Tier/Swimlane Schedules to highlight areas of Risk and Opportunities. The Scheduler II may be required to act as Lead Scheduler upon request from the Scheduling Manager.

Essential Functions:

  • Develop Integrated Master Schedules which align to the Integrated Master Plan (IMP), Scope of Work (SOW) and Work Breakdown Structure (WBS) which are contractually required or part of AR Process and Procedures.
  • Provide Support during the establishment of AR processes, procedures, and systems compliant to:
    • DI-MGMT-81861A, the DoD EVMS Interpretation Guide (2/18/15)
    • DoD IPMR Implementation Guide (2/5/16)
    • DoD Integrated Master Plan and Integrated Master Schedule Preparation and Use Guide (10/21/15)
    • MIL-STD-881
  • Perform the critical project schedule development process in the execution of large complex Combat vehicle development programs requiring the implementation of Earned Value Management (EVM) or EVM principles and practice.
  • Support Control Account Managers (CAM) in the development of resource loaded schedules, quantifiable back-up data (QBD), and performance reporting.
  • Support Scheduling/Project Analyst during Baseline Change Notice (BCNs), Rolling Wave and Re-Plans.
  • Ability to travel up to 10% of the time. Occasional travel to Europe may be required.
  • Undertake other duties as directed by the Managing Director, AR or his/her delegate.

POSITION REQUIREMENTS

Supervisory Responsibility:

  • This position does not require Supervisory Responsibilities.

Minimum Qualifications:

  • Proficient in using Scheduling Software (MS Project, Deltek Open Plan, Primavara 8)
  • Expert knowledge of scheduling basics and best practices.
  • Comprehensive knowledge of Earned Value Management metrics and best practices.
  • Ability to anticipate, plan and adapt to changing conditions.
  • Exceptional oral and written communication skills.
  • Ability to tackle tough problems with complex solutions.
  • Able to work effectively in a self-motivated environment.

Education:

  • Bachelor’s Degree or equivalent in Accounting or Business Administration and 5 years of relevant experience; Masters degree in a relevant discipline with 3 years of relevant experience.

Experience:

  • 5+ years in Program Scheduling or relatable experience.

Preferred Qualifications:

  • Preferred experience in DoD Contract Program Scheduling.
  • Preferred experience using the NDIA PASEG and/or the DoD Integrated Master Plan and Integrated Master Schedule Preparation and Use Guide.
  • Preferred experience with Earned Value Management and the implementation of compliant project financial reporting systems.

Working Conditions and Physical Demands:

  • Ability to lift up to 25 pounds occasionally
