Essential Job Functions:
The incumbent of this position serves as a key member of the court?s management team, representing the Clerk to the bench, attorneys, other governmental agencies, and the public. Serves as an advisor to the Clerk on policies, legislation, strategic planning, and business processes. Administers oaths of office to gubernatorial appointees on behalf of the Clerk. Co-manages IT Security access for all judiciary systems. The incumbent will have high-level managerial responsibility for multiple complex, critical departments, as determined by the Clerk and Chief Deputy Clerk of Court.
Essential Duties and Responsibilities:
Direct and provide guidance to employees regarding the implementation of policy changes; assisting with department projects; relaying information from management; searching for solutions to difficult problems, etc.
Collaborate with Clerk, Chief Deputy, managers, and other court officers to design local policies, strategic plan initiatives, procedures, and business process for the Clerk?s office.
Interpret rules, regulations and policies and implement them. Evaluate issues that require selecting a course of action from several alternatives. Analyze office administrative operations and departmental operations and make recommendations for improving their efficiency and effectiveness.
HR ? Certified and Retirement and Agency Benefits Coordinator. Interview and select applicants for subordinate positions the criminal, juvenile and trust/adoption departments. Perform all HR functions when needed in the absence of or to assist local HR Officer.
Ensure documentation and feedback is given employees regarding performance, attendance, disciplinary actions, etc. Compose, review and ensure proper documentation of performance including annual performance reviews.
Counsel and discipline employees for the following: failure to follow office policies or other inappropriate behavior; time and attendance abuses; poor work quality and productivity. Provide documentation for the personnel file when necessary.
Co-manage the public outreach through website and social media.
Maintain time and attendance reports for subordinate employees. Sign time sheets and approve leave usage.
Represent the office in a liaison capacity with other agencies. Represent the Clerk on various special projects and judiciary work groups as needed.
Resolve conflicts as they arise, both with employees and the public.
Serve as instructor/subject matter expert for CPC/CSMC classes
Perform civil marriage ceremonies. Administer oaths of office for those commissioned by the governor.
Ensure audit compliance, sign disbursement, checks, review RFPs, void transactions, perform daily checkouts.
Minimum Qualifications:
Education: Bachelor?s degree from an accredited college or university.
Experience: Seven (7) years of work experience in court operations in a trial or appellate court in the United States, or in the fields of criminal justice, parole and probation, or legal or financial services, to include four (4) years of the aforementioned court experience.
The required experience also must include three (3) years of supervising court staff.
Note:
Additional court work experience, as defined above, may be substituted on a year for year basis for up to four (4) years of the required education.
Successful completion of the Court Supervisor/Manager Certificate Program may be substituted for one (1) year of the required education.
Successful completion of the Institute for Court Management Certification Program may be substituted for up to two (2) years of the required education.
Knowledge of:
Comprehensive understanding of the role of information systems, financial management, strategic and operational planning, human resource fundamentals in the coordination and administration of organizations
Understanding of fundamental strategic issues and ability to form and implement an appropriate organizational structure to meet office needs
Maryland Judiciary?s policies, procedures, laws, and forms involving various types of court cases and the implication each of these have on the accounting operations of the court.

Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
