Essential Job Functions:
This position performs clerical work to verify, process, issue, and maintain business and marriage licenses in accordance with department procedures, using the Elicense and MiM (Marriage in Maryland) programs within the Circuit Court. The Licensing Clerk will be responsible for officiating civil marriage ceremonies; administering oaths of office; recording and maintaining other various documents; processing fees and operating a cash register; and providing customer service in person, in writing and by telephone. This position will assist the Land Records Department as needed.
Assists the public in person or by phone with inquiries concerning issuance of select licenses and applications.
Swear in notaries and other commissions, index commission documents, and process payments for related fees.
Process marriage license applications and perform marriage ceremonies; research historical marriage information to prepare certified copies; scan and upload marriage records; index historical marriage records and process payments for related documents.
Process business license applications and renewals. Assist members of the public with inquiries concerning issuance of select license(s) for type of businesses. Process payments for related licenses.
Assist the land records department in processing and records land documents; issue receipts in accordance with department procedures; assign liber and folio or other reference to documents; collect appropriate fees and calculate taxes and penalties, as appropriate; perform cashier functions; arrange documents in numerical sequence and prepare for batch processing.
Minimum Qualifications:
Education: High school diploma (or GED equivalent).
Experience: One (1) year of general clerical experience.
Note:
A Bachelor?s Degree may substitute the required work experience.
A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience.
Knowledge:
General office practices, procedures, and equipment.
Judicial policies, procedures, and forms.
Customer service etiquette
Skill in:
Applying job-related terminology, codes, policies, procedures, rules, regulations, and
laws.
Communicating information effectively.
Analyzing records, reports, and other business documents and noting details and
facts pertinent to this assignment
Ability to:
Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, cash register, scanner, fax machine, etc.
Use and maintain alphabetical and numerical filing systems.
Communicate clearly, tactfully, and effectively with judges, the public, police
agencies, attorneys, and other court officials and personnel, both verbally and in
writing.
Understand and carry out complex verbal and written instructions.
Exercise independent judgment in interpreting and applying appropriate policy,
procedure, rule, law, and/or regulation to a situation.
Multitask, adjust to situations quickly, set priorities, and handle pressure in a fast-paced environment.
Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Personal computer and/or laptop to perform basic data entry error-free, monitor, keyboard, mouse, printer for everyday work.
Multi-Line Telephone to answer incoming calls and place outgoing calls.
Copier / Scanner- to copy or scan work to process into systems
Date/Time Stamper-to stamp incoming documents
Calculator and/or Adding Machine-End of day reconciliation, fees for licensing
Cash Register and Check Validator-to process incoming fees
Credit Card Machine, including wireless terminal--to process incoming fees
Mail machine-to process office mail
Fax-operate to receive faxes
Paper/Pencil-taking notes to return customer phone calls
Software and Computer Skills:
Windows. Microsoft Office 365 including Word and Excel. Microsoft Outlook for calendar and email communications. Web browser such as Microsoft Edge or Google Chrome. Oracle PeopleSoft for CONNECT Timekeeping and HR processes.
Revenue Collection System (RCS) cashiering system. E-License Program. Marriage in Maryland (MiM). Notary Program. PaperVision
