Job Summary

Directs the budgeting process and oversees the analysis and review of financial information. Leads team and establishes the direction, goals, and implementation strategy of the department. Formulates, implements, and ensures compliance with policies, procedures, and regulations. Collaborates with key stakeholders and evaluates success of department.


Essential Functions

Financial Management

• Manages cost accounting functions and the preparation of proposals; facilitates cost pool, base, and rate development, integrity, and negotiation.

• Develops and maintains rate forecasting models and related analyses; facilities rate agreements.

• Provides general ledger support including data integrity, code maintenance and management, and journal entries.

• Reviews and updates cost accounting policies, procedures, and guidelines; monitors and

enforces compliance with costing policies, procedures, and regulations; implements procedures to ensure continued compliance.

• Ensures completion of financial surveys.

• Develops, distributes, and monitors operating and capital budget; coordinates budgetary review processes, maintains accounts, and manages financial closings; compiles financial and analytical data to support budgets.

Fiscal Operations

• Reviews and manages departmental budget.

• Directs the budgeting process and oversees the analysis and review of financial information and its impact on the department or University.

• Directs reporting functions and analyzes and interprets complex financial information for planning and control purposes.

• Establishes the direction, goals, and implementation strategy of the department; leads strategic planning efforts and translates strategic and tactical business plans into operational plans.

• Establishes performance goals and measures to evaluate success of department.

• Formulates, implements, and ensures compliance with policies and procedures.

• Collaborates with departments and key stakeholders to coordinate projects and operations.

• Ensures that all programs and activities comply with University, state, and federal regulations.

• Develops strategic plans and implements operational goals; makes recommendations for continuous process improvement.

• Identifies, tests, and evaluates internal controls for effectiveness.

• Serves as liaison between internal and external stakeholders regarding complex financial matters and issues.

• Interprets and ensures compliance with all accounting regulations, policies, and procedures.

• Prepares complex financial statements, variance analysis, and year-end projections as well as

reports and presentations for senior leadership; reviews and approves financial projections.


Physical Effort

Mostly sedentary. May be required to move objects up to 25 pounds occasionally.
