Main Purpose:  

The Investigator is responsible for assisting Investigative Counsel with interviewing witnesses, investigating facts and circumstances, and compiling reports related to judicial discipline complaints. The Investigator may testify at hearings or proceedings before the Commission on Judicial Disabilities.

Essential Duties and Responsibilities:

Assists Investigative Counsel with interviewing witnesses.

Assists Investigative Counsel with taking necessary and appropriate actions to obtain information related to investigations, including but not limited to serving and retrieving documents and subpoenas.

Prepares reports and witness statements; maintains evidence, notes and records, filing and data entry. Attends and participates in various meetings.

Testifies at hearings or proceedings before the Commission on Judicial Disabilities.

Performs other related duties as assigned by Investigative Counsel.

Travel is required: Travel within Maryland may be required to meet with witnesses and/or obtain information from other sources.

 

Minimum Qualifications:

Education: High School Diploma (or GED equivalent). 

Experience: Minimum of five (5) years of investigative experience in a legal, law enforcement, private investigation, evidence collection, or other related field.

Preferred: Completion of private investigator training or academic diploma or certificate programs in private, forensic, cybercrime, and/or financial and business crime investigation is a plus.

 

Knowledge, Skills, and Abilities:

Knowledge of:

?         Computer technology and software; Office 365 (Word, Outlook, Excel, SharePoint, PowerPoint).

?         The rules of evidence and principles of identification, preservation, and presentation of evidence.

?         Investigative and research methods as well as effective interviewing techniques. 

Skill in:

?         Superior written and verbal communication.

?         Investigation, including interviewing, researching, accessing information, collecting evidence, and submitting thorough reports.

?         Critical-thinking, decision-making, and sound, independent judgement.

?         Meticulous notetaking, recordkeeping, filing and data entry.

?         General office policies, procedures, and equipment.

?         Conflict resolution and problem solving.

?         Organization and prioritization of multiple tasks.

?         Document review and analysis.

Ability to:

?         Interact comfortably with people of diverse backgrounds, understand differing perspectives, and show empathy as needed.

?         Recognize and appreciate an individual's character, credibility, and sincerity.

?         Maintain integrity and respect strict confidentiality.

?         Review and understand financial records and data (including, but not limited to, financial disclosure statements, bank records, loan applications, credit card statements, etc.)

?         Meet deadlines and perform well under pressure.

?         Adaptively process new information, shift investigative focus on the fly, judge credibility, as well as read and process large amounts of disparate documentary evidence.

?         Testify at hearings and proceedings.

?         Travel throughout the state for investigations, interviews, and meetings.

Various search engines and other online research tools; social media and other online sites; Microsoft Office; MDEC; Case Search/JPortal; Zoom/MS Teams; Time Matters.
