Position Summary:
ANSER is seeking a Financial Management Analyst to support the Office of the Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control. In this role, you will analyze financial and programmatic data related to operations, business performance, opportunities, and investments. Additionally, you will support the Program Objectives Memorandum (POM) build process, program and budget assessments, and other related programmatic functions.

Day to Day Responsibilities:

  • Assist in the preparation and assessment of execution reports for the appropriated funds in comparison to OSD goals.
  • Assist in the preparation and execution of Military Interdepartmental Purchase Requests.
  • Assist in reconciling accounts.
  • Provide programmatic, business, financial, and policy assessments for all resourcing requests. Provide support in planning for and managing the execution of budgetary resources.
  • Assist in the development of appropriate ASD-level budget documentation to support major budget decisions.
  • Maintain access and knowledgeable use of the acquisition management and information system of record.
  • Maintain awareness of evolving acquisition best practices, updates to acquisition, and procurement policy.
  • Interpret policies and procedures related to program management, acquisition, in support of business operations activities.
  • Interface with DoD resource managers and other client leadership.

Required Qualifications:

  • Ability to obtain a Secret clearance.  Must have clearance upon first day of employment.
  • Bachelor's degree in business, finance or other similarly related field.
  • 5+ years of PPB&E and financial analysis experience
  • Experience in a staff environment providing financial management and analyses
  • Excellent written and oral communication skills

Preferred Qualifications:

  • Familiarity with current DoD planning, programming, budgeting, and execution processes, budgetary principles, and their associated operational impact
  • Experience working with military components or other DoD agencies
  • Experience with DoD appropriations and budget documents
  • Knowledge of DoD financial processes and the DoD Financial Management Regulation
  • Experience with data analytics and the use of AI tools to improve processes and analyses
