POSITION DESCRIPTION:
Performs detailed reviews of purchase requests for supplies, equipment, services, or commercial items in terms of adequacy, consistency, restriction specifications, and compliance with administrative requirements. Reviews specifications outlined by customer to ensure information is clear and adequate. Contacts requester concerning discrepancies and ambiguities and assists in resolving unusual problems. Determines procurement source and method. Obtains or develops source list of responsible vendors. May be required to conduct extensive search to locate potential vendors.
Negotiates all prices, delivery terms and terms and conditions; oversees the delivery of all items, including the expediting of high-priority items to eliminate downtime and notifies requestor of any delays. Distributes paperwork, conducts follow-up activities, completes, closes and files purchase orders. Manages shipping discrepancy issues or other matters dealing directly with vendors/suppliers.
Prepares and issues Requests for Quote (RFQ). Evaluates procurements to ensure compliance with funding and program requirements. Prepares and awards purchase orders with supporting documentation in accordance with SRS procedures, regulations, and policies and Federal Acquisition Regulations (FARs). Administers purchase orders to include issuing modifications and ensuring delivery. Uses best practices and processes to facilitate the entire process from inception to award and administration.
Prepares all prospective orders/subcontracts for vendors/suppliers using Cost Point system, effectively carrying out all stages of planning and implementation to ensure all materials or services meet or exceed agreements.
One-year government purchasing experience. Previous experience as a Purchasing Agent or in a similar position may be considered in lieu of the government experience requirement. Must be highly articulate and be an effective communicator with proven ability to develop long-term strategic partnerships with suppliers on all levels, while maintaining the highest levels of professionalism. Must possess excellent decision-making and team building qualities; be flexible and able to respond with a sense of urgency to ever-changing business requirements and demanding deadlines; be willing to work in a high-paced, rapidly changing environment and have the ability to exercise good judgment in a variety of situations. Must have strong written and verbal communication and organizational skills. Must be able to work under pressure at times and handle a wide variety of activities and confidential matters with discretion. Must have a valid driver’s license. Applicant selected will be subject to a security investigation and must meet eligibility requirements for access to WSMRnet and classified information.
DESIRED QUALIFICATIONS:
Good working knowledge of Federal Acquisition Regulations (FARs), as well as state and federal regulations. Familiarity with Cost Point or other purchasing related software is preferred.
