Job Title: Joint Electromagnetic Spectrum Operations (JEMSO) Senior Analyst
Location: Offutt AFB, Nebraska (USSTRATCOM - Primary work location) and Omaha, Nebraska (Scott Technology Center)
Clearance Required: Eligibility to obtain a DoD Security Clearance is required; an active clearance is preferred but not mandatory at the time of hire.
Target Salary Range: Starting salary of $130,000, commensurate with experience and qualifications
Position Summary:
The National Strategic Research Institute (NSRI), a Department of Defense (DoD)-sponsored University Affiliated Research Center (UARC), is seeking a senior-level researcher to execute and support a growing research portfolio tied to U.S. Strategic Command's (USSTRATCOM's) requirements.
The JEMSO senior analyst will conduct research and analytical support to Department of Defense (DoD) and U.S. Government sponsors on the emerging requirements in the field of EMSO. Responsibilities will include the development of business opportunities and identification of resources that support the execution of U.S. Strategic Command's (USSTRATCOM) EMSO mission as directed in the President's Unified Command Plan (UCP). The candidate will be responsible for providing research support in EMSO capability development, strategy development, EMSO Battle Management (EMBM) and provide subject matter expertise in support of the DoD's Joint EMSO Center. Such responsibilities may include, but not limited to, technical, analytical and human capital assets, the development and facilitation of projects focused on EMSO related capabilities, methods, systems and novel materials, and the direct collaboration with sponsors and stakeholders across the EMSO enterprise. Primary duty locations will be the National Strategic Research Institute (NSRI) headquarters located in Omaha, NE and the NSRI field office in the USSTRATCOM Building 1000 complex located on Offutt AFB, NE. The candidate must have experience writing task order proposals, managing DoD specific research and be familiar with the DoD's budgeting process.
Based at Offutt AFB, Nebraska, this position supports classified and unclassified research programs in direct partnership with DoD, USSTRATCOM, and other government sponsors. The successful candidate will perform research and business support work that includes technical research, systems engineering, project management, and human capital development.
Key Responsibilities:
  • Provides technical support to NSRI projects funded by USSTRATCOM and other mission partners
  • Performs technical research supporting USSTRATCOM JEMSO missions
  • Engages and collaborates with University of Nebraska faculty and students in supporting the UARC mission
  • Assist NSRI leadership and staff in recruiting, interviewing, hiring and training new staff , in conjunction with Human Resources
  • Experience with tools and methodologies for data analysis, modeling and simulation, operational research
  • Maintains awareness of USSTRATCOM's science and technical needs and advocates/coordinates potential NSRI support to the JEMSO mission
  • Oversee contractual and sponsor engagement activities with the EMSO portfolio, providing direct leadership and oversight of support staff as required
  • Provide constructive and timely performance evaluations for any subordinate employee, as required
  • Handle discipline and termination of subordinate employees in coordination with NSRI leadership and Human Resources, in accordance with company policy, as required
Position-specific:
  • Identify business opportunities and build market position in the EMSO portfolio by locating, developing, defining and closing business relationships
  • Collaborate directly with project sponsors, stakeholders and NSRI Directors and staff to develop and implement project plans, timelines, expense projections and execution strategies to facilitate successful completion of project goals
  • Assist the NSRI team in developing business plans and a strategic roadmap of potential research opportunities, as well as establishing measurable goals and metrics of success withing the EMSO directorate
  • Provide subject matter expertise regarding all aspects of EMSO and participate as a member of a team to accomplish all stated and implied project related tasks
  • Develop USSTRATCOM related EMSO related research, development and testing capabilities at both NSRI and partner facilities to aid in the building of long-term strategic resources as well as the facilitation of immediate project needs
  • Other duties and responsibilities as assigned
Required Qualifications:
  • Bachelor's degree in a relevant field (e.g., engineering, physics, etc.) from an accredited university or college or a minimum of 10 years working in the EMSO field
  • Strong knowledge of government-funded R&D efforts
  • Strong communications skills
  • Strong understanding of DoD Budgeting cycles
  • Must be familiar with USSTRATCOM mission and organization
  • Proven history in business development and writing proposals, cost estimations and research plans
  • U.S. Citizenship and an active DoD Security Clearance, or the ability to obtain one
Preferred Qualifications:
  • Master's degree in a relevant field (e.g., engineering, physics, etc.) from an accredited university or college or 15 years working in the JEMSO field
  • Experience executing classified research and familiarity with DoD security regulations
  • Experience on a Major Command Staff within the DoD
  • Active DoD Security Clearance
