Job Description:

SUMMARY:

Individual is responsible to meet the Contract Department’s mission to provide quality, responsive and professional services to TLC’s government and commercial clients in response to TLC’s strategic goals and initiatives. Provides guidance to all levels of management at TLC in regards to contract requirements and compliance. This position requires the highest standard of ethical behavior and professional integrity while supporting TLC’s employees and customer clientele. The Director of Contracts is responsible for the daily operations of the Contracts Department. Provides supervision, guidance, leadership and mentoring to the Contract Department’s staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides “cradle to grave” contract administration/management for TLC’s contracts/subcontracts
  • Supervises Contract’s Department Staff
  • Negotiates contract/subcontract awards and modifications with TLC’s government and commercial clients.
  • Creates and negotiates sub-contracts and/or contract modifications in accordance with Federal Acquisition Regulations (FAR) and company policies and procedures.
  • Monitors and evaluates contract performance to determine contractual compliance.
  • Reviews and executes formal correspondence required for contract modifications to facilitate ceiling increases, funding increases and/or level of effort increases.
  • Assists in the preparation of contract estimates, contract budgets and necessary financial analyses.
  • Reviews financial reports and workload data on existing contracts to ensure compliance with the terms of the agreement.
  • Ensures that contract deliverables are submitted to the government accurately and on a timely basis.
  • Serves as TLC’s liaison to government Contracting Officers, Contract Specialist and other government representatives.
  • Represents TLC in all DCAA audits and inquiries related to TLC contract information.
  • Provides advice/guidance to Senior Management at TLC as needed.
  • Reviews all incoming Non-Disclosure and Teaming Agreements to ensure they are fair, reasonable and that they protect TLC’s intellectual data and business operating interests.
  • Reviews RFP’s, RFQ’s or other forms of solicitation in order to provide successful win strategies, sound business advice, risk assessments and contractual compliance.
  • Represents Contract Department in corporate meetings as required.
  • Develops and improves Contract Department’s operations and procedures IAW Executive Management’s vision, goals and initiatives.
  • Develops, monitors and implements Contract Department’s ISO procedures IAW corporate management’s goals and objectives.
  • May be required to produce formal offers and cost volumes in response to all forms of proposal solicitations.
  • Serves as TLC’s liaison between TLC and clients on pending proposals for status updates.
  • Promotes positive, professional image and goodwill internally and externally to employees and TLC clients.
  • Performs other duties as may be assigned.


Requirements:

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each of the essential duties and responsibilities listed above in a satisfactory manner. Comprehensive knowledge of federal contracting with concentration on services type contracting. Working knowledge of FAR, DFAR, JTR, JFTR, Government Contract Law, and other regulations common in the field of federal contracting. An individual must be proficient in the use of Microsoft Office programs, including Word, Excel, Outlook and Power Point. It is preferred that this person have a good working knowledge of military operations and military service contracts, including military project management software. Experience with Deltek Costpoint and Cognos Impromptu is also desired for a corporate position. The requirements identified below are representative of the knowledge, skills and/or abilities required to satisfactorily meet the expectations of this job.

EDUCATION and/or EXPERIENCE:

A Bachelor’s Degree in Business Administration or a related field with a minimum of fifteen (15) years of experience in federal/military contracting, contracts administration, FAR regulations, the Service Contract Act and contract cost estimating; with five or more years of supervisory experience, or

An Associate’s Degree in Business Administration or a related field with a minimum of seventeen (17) years of experience in federal/military contracting, contracts administration, FAR regulations, the Service Contract Act and contract cost estimating; with five or more years of supervisory experience or

A high school diploma or equivalent is required with at least nineteen (19) years of experience in federal/military contracting, contracts administration, FAR regulations, the Service Contract Act and contract cost estimating; with five or more years of supervisory experience or

An equivalent combination of education and experience as identified above.
