Position Summary:

ANSER is seeking a Senior Cybersecurity Analyst to support a large-scale Department of Defense Chief Information Officer (DoD CIO) program supporting Information Enterprise (IE) and Special Access Programs (SAP). In this role you will provide cybersecurity subject matter expertise to support and provide guidance on a broad scope technical implementation.

Day to Day Responsibilities:

  • Define clear data governance policies, including roles and responsibilities for data ownership, stewardship, and custodianship establishing data classification and handling policies to protect sensitive and classified information.
  • Develop policies for data classification, (e.g., CUI, Secret, Top Secret, etc.) based on DoD standards and the Chief Digital and Artificial Intelligence Office (CDAO).
  • Establish data access controls and policies based on need-to-know and security clearance requirements.
  • Design a data governance framework that outlines roles, responsibilities, processes, and policies for managing data across the DoD enterprise.
  • Develop and implement a robust data management framework that ensures the integrity, accessibility, security, and compliance of data throughout its lifecycle, in accordance with SAP IT & DoD directives and mission-critical systems.
  • Implement processes for ensuring data quality across DoD systems, including procedures for data validation, cleansing, and monitoring. Define data quality standards and metrics (e.g., accuracy, completeness, consistency).  Develop governance for data validation and verification to ensure data accuracy and reliability.
  • Establish a data classification and categorization system to ensure that data is appropriately protected based on its sensitivity, mission-criticality, and regulatory requirements.
  • Manage the coordination and deployment of data tagging and labeling mechanisms to classify data across DoD SAP enterprise.
  • Implement data security controls and privacy protections to safeguard sensitive DoD data from unauthorized access, breaches, or misuse. Implement encryption and security protocols for protecting data at rest and in transit.
  • Evaluate, propose, and integrate data governance tools and technologies to automate and enhance the management of data across the DoD enterprise.
  • Evaluate and select data governance tools that meet DoD requirements for data management, metadata management, and data lineage tracking.
  • Implement tools for automating data quality management, access control, and auditing processes. Integrate data governance tools with existing DoD systems and platforms to enable end-to-end data management.
  • Develop and standardize processes for collecting and integrating data from various sources within the DoD enterprise, ensuring that data is accurate, complete, and timely.
  • Ensure that all data is accurate, complete, timely, and consistent across DoD systems.
  • Define data quality metrics and standards (e.g., accuracy, completeness, timeliness).
  • Implement data quality monitoring tools and systems to track data quality over time.
  • Develop policy and governance of data storage solutions to ensure compliance with DoD security requirements for data at rest and data in transit.
  • Support a Data Governance Board to oversee the development, implementation, and monitoring of data governance policies, ensuring the secure, compliant, and effective use of data across the DoD enterprise.
  • Create a detailed implementation plan for implementing data masking solutions across relevant systems and datasets.
  • Deploy selected data masking techniques across relevant systems and databases according to the implementation plan.

Required Qualifications:

  • Bachelors degree in a cybersecurity related discipline, or any bachelors degree and cyber related certification of CISSP or higher.  
  • 10+ years progressive experience with information technology and cybersecurity.
  • Active TS/SCI Security Clearance.
  • Demonstrated understanding of Department of Defense (DoD) information management and technology.

Preferred Qualifications:

  • Understanding of DoD Information Enterprise and Special Access Programs.
  • Cybersecurity certifications such as CISM or Security+.
