The Freight and Economics team provides industry-leading services in data-driven planning to transportation agencies, states, cities, MPOs, ports, and railroads across the US. We apply our national knowledge and leadership while leveraging the strength of regional expertise to bring experience from across the country to provide an intimate understanding of our clients needs.We work with clients large and small, providing right-size solutions to the complex problems facing the industry: changing economies and climates, uncertain funding, interagency coordination, historic inequity, supply chain and infrastructure resiliency, maintaining an effective workforce, and ensuring the safety and sustainability of goods movement.
The Senior Transportation Economist collaborates with leadership to provide strategic economic expertise related to regional economics and economic development, transportation policy, financial analysis, market analysis, and other related areas; potentially including freight, asset management, resiliency, climate change adaptation and autonomous vehicles. They proactively identify business development opportunities, partner with other CS staff to develop and pursue leads, conduct research, and develop industry leading methods and tools, and positions the Economics, Finance, and Grants Practice Area for success in the market. The Senior Transportation Economist also provides strong leadership in managing projects, providing ongoing feedback to project team members, and is responsible for developing and mentoring junior staff.
Essential Duties and Responsibilities
Project Delivery
•Produces and delivers exceptional quality work that is thorough, polished, and reflects well on CS •Provides exceptional value-added service to project managers and/or clients and communicates consistently with internal and external team members •Actively listens and seeks to understand client or project manager needs •Meets chargeability expectations
Project Management
•Delivers all projects on-time, on-budget, and to the client or project managers satisfaction •Provides constructive and ongoing feedback to project team members •Provides clear direction to all project staff regarding project objectives and their role in achieving them •Develops and implements project delivery plan for each project •Updates project staffing in CS staffing program on time each month •Reviews and submits invoices and progress reports on time
Business Development
•Participates in regional, business unit, and other business development initiative meetings to identify and coordinate Business Development (BD) and marketing activities •Contributes to sound bid/no-bid decisions •Develops effective win themes, teaming strategies, pricing strategies, and technical content for proposals in area of responsibility •Builds and maintains long-term client relationships and actively listens to their needs •Maintains post-delivery communication with clients to ensure long-term satisfaction and to prospect for repeat/expanded business •Builds strong positive relationships with management, National Practice Leaders (NPLs), Practice Area Leads, Team Leads, senior consultants, and marketing & communications staff to develop winning proposals
Position Requirements
- Bachelors Degree and 10+ years of experience in Economics, Finance, or closely related discipline
- Experience in applying economic and policy analyses to transportation-related areas such as freight, transit, rail, highways, ports, ITS/emerging technologies, and/or active transportation modes
- Experience with economic and statistical analysis and related fields, with demonstrated progression of responsibility in economic areas including benefit-cost analysis, economic impact analysis, and/or economic modeling and forecasting
- Strong written and verbal communication skills
- Strong analytical and quantitative skills
- Ability to think creatively, work independently and deliver high quality work with minimal supervision
- Excellent knowledge of Microsoft Office Suite (PowerPoint, Word, Excel, Outlook, Access)
- Excellent communicator with ability to deliver complex ideas and results in intuitive and effective manner to non-technical audience
Preferred Qualifications
- Masters Degree and 7+ years of experience or PhD with 3+ years of experience in public sector consulting or similar, preferably in transportation or related industry
- Experience with economic modeling tools such as REMI, IMPLAN, or TREDIS
- Experience with finance, revenue analysis and financial forecasting, preferably for public agencies
- Experience with market analysis, business case analysis, socio-economic/land use forecasting, and/or econometrics
- Experience with project financing, bonds, value capture, joint development, and/or public-private partnerships (P3s)
- Previous or current experience in project management, business development, and/or proposal writing
- Grant writing and/or benefit-cost analysis knowledge and/or experience with U.S. DOT notice of funding opportunities (NOFOs)

Salary: $160k-$190k
