Manager, Enterprise Learning & Development
Aleut Federal is seeking a Training Manager to lead the design, implementation, and continuous improvement of enterprise learning initiatives that directly support operational excellence. Reporting to the Senior Director of Execution Excellence, this role is embedded within the Execution Excellence Department (EED), which is responsible for developing, deploying, and institutionalizing standardized business processes across Aleut’s service groups.
The Training Manager will ensure that learning programs are compliant and strategically aligned with operational performance, organizational frameworks (e.g., CMMI, ISO 9001), and the realities of project execution. This position is key in reinforcing a learning culture grounded in continuous improvement, role-specific competency development, and career growth. Training initiatives are designed to align with Aleut’s operational frameworks, evolving business needs, and the development of a skilled, future-ready workforce.
Essential Duties and Responsibilities:
- Designs and Delivers Targeted Learning Solutions: Develops and maintains learning paths, curricula, and individual courses tailored to the specific needs of Aleut’s support organizations (e.g., HR, Legal, Compliance) and operational service groups (Mission & Technology, Construction, Environmental). Course design includes instructional scripting, flow design, and final production using tools like Camtasia, Audiate, SnagIt, or other industry-standard platforms commonly used in eLearning and corporate training development.
- Leads Role-Based Learning Path Development: Creates and manages structured learning paths—such as the Project Management curriculum—that build role-specific competencies and align with Aleut’s operational models, CMMI/ISO frameworks, and defined career development strategies.
- Manages the Learning Management System (LMS): Oversees the entire administration of UKG Pro Learning, including content deployment, user assignments, roster synchronization, permission management, and technical troubleshooting to support enterprise learning continuity.
- Integrates Training with Career Development: Partners with Human Resources and department leaders to define role-specific competencies, ensuring learning programs align with Aleut’s career progression models and support talent development and leadership readiness.
- Delivers Practical, Responsive Training: Responds quickly to emerging training needs, particularly in project onboarding, process compliance, system adoption, risk awareness, and performance management, by producing timely, practical content that translates policies into project-level application and operational readiness.
- Supports Process Maturity and Business Framework Adoption: Embeds training aligned with Aleut’s standardized operational frameworks and lifecycle stages to ensure employees can execute consistently, compliant, and efficiently.
- Maintains Learning Communication Channels: Manages the Learning & Development SharePoint portal to promote new training initiatives, highlight learning achievements, and provide transparent updates on development opportunities across the company.
- Measures and Improves Training Effectiveness: Gathers and analyzes learner participation data, feedback, and performance metrics to evaluate content effectiveness, drive continuous improvement, and align learning outcomes with organizational priorities.
- Oversees Compliance Training Programs: Develops and administers annual compliance training across the organization, including course creation, assignment tracking, deadline monitoring, and leadership engagement to ensure full participation and regulatory alignment.
- Manages External Learning Partnerships: Maintains relationships with third-party training providers to enhance internal offerings, ensure content relevance, and align external resources with Aleut’s development goals and standards.
- Promotes a Culture of Learning and Growth: Champions a learning-oriented culture by introducing gamification, skill-based development initiatives, and career-aligned training programs that support employee engagement and long-term organizational capability.
Minimum Qualifications:
- Professional certification in Portfolio, Program, or Project Management (e.g., PMP, PgMP, PfMP, or equivalent) to demonstrate structured project execution capability supporting training initiatives.
- Proven ability to lead enterprise learning strategies, manage cross-functional initiatives, and influence outcomes at the organizational level.
- Demonstrated experience designing and managing learning and development programs within a process-driven, compliance-based, or project-oriented environment.
- Working knowledge of frameworks such as CMMI and ISO 9001, with the ability to design training that reinforces process discipline, documentation standards, and practices that support ongoing audit readiness and organizational compliance.
- Strong communication, facilitation, and stakeholder engagement skills, with the ability to collaborate across functional teams and influence at all levels of the organization.
- Proficiency in learning technologies and tools, including learning management systems (LMS) and content development platforms (e.g., UKG Pro Learning, Articulate, Camtasia), or similar tools commonly used in corporate training environments.”

- High emotional intelligence, adaptability, and change leadership capabilities, with the ability to lead through influence and drive adoption of learning solutions in a dynamic environment.
Salary/Rate Range $80K-$105K
