Under the oversight, evaluation, and program direction of the Director of Public Safety, the Manager of Transportation and Parking shall administer the parking program of the University and the general student transportation program provided by the University. As required by the Director of Public Safety, the incumbent may, in conjunction with other management personnel, serve as an on-call administrator in the Director's absence, and in that capacity, will forward necessary information regarding campus activity to the appropriate University Administrators.

Parking Program Management

Serve as the principal, daily enforcement officer of the University's parking management program, which includes by way of illustration but not limitation, parking regulation, parking permit management and enforcement, parking revenue, appropriate signage, and program trouble shooting and reporting.

Manage the daily operations of the University parking system by thorough administration of the campus parking management software, including permits, citations, appeals, and billing. Manage fulfillment of special event parking requests and related activities.

Coordinate with Facilities Director on issues related to parking lot maintenance and repair.

Adjudicate and determine outcome of parking violation appeals.

Manage activities with the University's operating divisions and departments to ensure that all parking related issues are dealt with properly and efficiently.

Perform periodic reporting including findings and recommendations, for university-wide registration, appeals, and enforcement procedures.

Transportation Program Administration

Provide student shuttle service and emergency transport services as needed.

Prepare a student needs assessment and a quarterly transportation utilization report to determine University planning and resource allocation.

Oversee University Van Pool program coordination.

Ensure that transportation activities and services in other departments follow the University Vehicle Use Policy and procedures.

Administer the driver authorization process and maintain authorized driver list as well as supporting documentation in compliance with requirements and University Vehicle Use Policy.

Contribute to the Department's assessment of its services and make recommendations for improvement annually or as otherwise needed.

Driver Certification Administration

Certify faculty and student drivers for University passenger vans, follow-up on certification issues, and administer annual driver certification process.

Manage the MVR records check process for potential new drivers, as well as existing personnel and other operators of University vehicles.

Administer road tests for large capacity passenger vans. Maintain driver records for passenger van authorization.

Staff Management

Hire, train, manage, evaluate, motivate, develop, and discipline assigned personnel.

Direct Public Safety Officers (PSO) assigned to work in and/or on behalf of the Transportation and Parking Program of the University. Oversee the Van Pool Coordinator.

Provide the Director of Public Safety an evaluation of assigned PSOs', which may include recommended discipline and performance commendations. However, the incumbent is not the evaluating manager of Public Safety Officers.

Coordinate staff coverage for transportation services, including but not limited to special events and non- scheduled passenger pick-ups.

Adhere to bargaining unit agreement employment terms and conditions.

Department Outreach and Relations

Participate in the development and delivery of appropriate program outreach including regular public relations and special event activities.

Foster trust, respect, confidence and awareness about the department amongst University and community constituents.

Additional Functions

Attend Head Staff meetings and provide reports detailing parking capacity, areas for parking expansion, as well as the health and efficiency of the shuttle transportation program, as requested by the Director of Public Safety.



Job Requirements:

Bachelor's degree in Operations Management, or a related field of study.

Three years of commercial transportation supervisory experience.

Must be able to work nights, weekends, and during special events as needed.

Preferred Qualifications

Experience managing a unionized college or university transportation operation.

Significant, direct, proactive interaction with all university constituents, particularly students.

At the University's discretion, the education and experience prerequisites may be accepted where the candidate can demonstrate, to the satisfaction of the University, an equivalent combination of education and experience specifically preparing the candidate for success in the position.
