Essential Job Functions:  

The Data Governance Manager is responsible for developing, implementing, and enforcing data governance policies and standards within the Maryland Judiciary, and overseeing the production of statewide analytics in alignment with those standards. This role involves collaborating with internal and external stakeholders overseeing data quality initiatives and ensuring the confidentiality of judicial data. Leveraging technical expertise, the manager assigns tasks to a diverse team, contributes to the department's mission and vision, and actively participates in continuous improvement initiatives to enhance the overall effectiveness of data governance practices. This position oversees a diverse team, assigns work and monitors work quality of a technical nature, including SQL report and Power BI dashboard development.

Essential Duties and Responsibilities:

Policy development and implementation: Develop, implement, and enforce data governance policies, standards, and procedures. Collaborate with relevant stakeholders to ensure policies align with legal and regulatory requirements. Establish and enforce data security and confidentiality measures for data releases and public-facing data, ensuring compliance with legal requirements and technical infrastructure.

Leadership and Work Assignments: Assign tasks and projects to team members, including the Project Manager, Data Visualization Specialist, Operations Analyst, Data Quality Analyst, and Data & Reporting Analyst. Ensure the efficient distribution of workload, considering individual strengths and project requirements. Uses technical knowledge to review work quality.

Stakeholder Collaboration: Engage with internal and external stakeholders, including court leadership and government agencies, to understand data requirements and concerns. Foster relationships to promote a culture of data stewardship and governance in the courts.  Oversee data visualization efforts to enhance the court's ability to derive insights from Judiciary data.

Data Quality Oversight: Oversee data quality assessments, reviews, and initiatives to ensure the accuracy, completeness, and reliability of judicial data. Collaborate with the Data Quality Analyst to identify and address data quality issues promptly. Develop data quality reporting tools, including writing and reviewing SQL code for enterprise custom report development. Pull and analyze complex data and oversee staff who do the same.

Documentation and Standards: Use technical documentation skills and work with team members to document data governance processes and refine statewide business practices.

Maintain comprehensive documentation of data governance policies and standards. Participate in MDEC User meetings to guidance and direction on statewide data standards.

Training: Provide or oversee training and awareness programs for court staff, emphasizing data stewardship practices and the importance of governance. Stay informed about court data best practices and data governance, and data visualizations Incorporate relevant updates into training materials.

Issues Resolution: Address data governance issues promptly, collaborating with data stewards, analysts, and other stakeholders to find effective resolutions. Implement corrective actions such as MDEC Weekly announcements and updates to QRGs and Manuals.

Advises Research and Analysis Director, Research Manager, and other leadership on matters related to data governance. Collaborate as part of Department leadership team on department-wide vision and mission, and goals and objectives, including departmental budget.

Minimum Qualifications:

Education:

Master's degree from an accredited college or university in a relevant field such as criminology, psychology, sociology, or public policy, with advanced coursework in statistics.

Experience:

Five (5) years of progressively responsible experience in data governance to include SQL coding and/or data visualization, complex datasets, business processes, and data quality management. Two (2) years of experience managing professional staff.

Preferred:

Master's Degree in Public Policy or other social science, business, or computer science.

Law Degree or experience with legal or judicial data.

ICM Certified Court manager or Certified Court Executive experience.

Training or certifications in data governance practices and methodologies.

Specialized training in the use of data visualization tools and techniques.

Knowledge, Skills, and Abilities:

Knowledge of:

Knowledge of legal and regulatory requirements related to data security, confidentiality, and compliance

In-depth understanding of data governance principles, policies, and standards, with a focus on judicial or legal data.

Specialized training in the use of data visualization tools and techniques.

Skill in:

Strong technical skills, including proficiency in SQL coding and data visualization tools.

Exceptional communication and interpersonal skills to effectively collaborate with diverse stakeholders.

Advanced problem-solving skills with the ability to address data quality issues and implement corrective actions.

Experience in a data governance role, preferably within a legal or judicial context.

Experience overseeing data visualization initiatives and collaborating with data visualization specialists.

Training or certifications in data governance practices and methodologies.

Ability to:

Ability to develop, implement, and enforce data governance policies and standards effectively.

Demonstrated ability to oversee data quality assessments, ensuring the accuracy and reliability of judicial data.

Capacity to lead and manage a team, assigning tasks based on individual strengths and project requirements.

Track record of successful collaboration with IT departments, programmers, and data professionals.

Continuous professional development in emerging trends and advancements in the field of data governance.

The Data Governance Manager should possess a comprehensive blend of experience in data governance, with a specific focus on legal or judicial data, technical proficiency in SQL coding and data visualizations, along with the ability and skills to effectively collaborate with diverse stakeholders and executive leadership.

Physical Requirements:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Software and Computer Skills:

MS Office, statistical analysis software (SPSS, Advanced Excel, R or Python, Power BI, SQL), Qualtrics, Asana or other project management tool, Adobe Pro, court management software (Odyssey, Problem Solving Court management database). Software and computer skills are needed for data and statistical analysis, statistical reports development, data modeling, and standard report writing.  Gears reporting. Video Conferencing software including Microsoft Teams and Zoom for Government.
